Mayor says he was almost run down by car

Lawrence Mayor William Lantigua says someone tried to run him down with a car.

The mayor says he was along Common Street discussing plans for the Bell Building with Economic Development Director Patrick Blanchette when they noticed a vehicle circle the block twice and take pictures of them. That is when Mayor Lantigua says a silver Ford Focus or Fusion pulled out charging toward him.

Lantigua says he filed a report with the Lawrence Police Department. Fox 25 obtained those documents. In them the Mayor describes what he calls a "deliberate attempt to hit him." He jumped out of the path of the car and both he and Blanchette took down a license plate number.

"Plate number 788-EA3 Chief Romero checked the plate and it's non existent," says the Mayor.

According to the police report Chief Romero has forward the information to detectives for an investigation.

Attorney General Martha Coakley has launched an investigation into William Lantigua's fund-raising practices after state regulators found that the Lawrence mayor and his campaign aides routinely violated campaign finance laws by accepting illegal donations, using public employees to solicit funds, and failing to file accurate reports.

The state Office of Campaign and Political Finance concluded that Lantigua and his campaign aides and financial backers violated 11 different provisions of the campaign finance law since 2008. The attorney general will now conduct her own review to determine whether fines or criminal charges should be sought.

The campaign finance office started looking into Lantigua's finances last June, after the Globe reported that his campaign reports were both incomplete and rife with undisclosed donors and questionable gifts from businesses. At one point, Lantigua's girlfriend, a Lawrence city employee, improperly served as treasurer, even though public employees are barred from fund-raising.

But even after regulators started reviewing the records, Lantigua's campaign continued to flout the law, according to state officials. Lantigua is now personally facing fines of $25 a day, up to $5,000, for failing to file campaign reports for fund-raising and spending in 2011.

Lantigua said yesterday that he was surprised to learn the campaign finance case had been sent to the attorney general, because, he said, he and his aides have been trying to correct the problems since they were first reported last year.

Troubles mount ever higher for Lawrence mayor

Prosecutors have paraded Lawrence Mayor William Lantigua's aides and allies in front of three different grand juries investigating whether he has committed crimes during his two years in office. Meanwhile, prosecutors in Lantigua's native Dominican Republic are investigating whether the mayor threatened to "destroy'' a man last week. But Lantigua finds himself increasingly isolated against the gathering legal storm. Lantigua says he can't even afford an attorney to prepare for indictments that may be only weeks away.

City officials appear before grand jury investigating Lantigua and city adminstration

LAWRENCE - Deputy Police Chief Melix Bonilla, Personnel Director Frank Bonet and Licensing Commission Chairman Richard Fielding all testified yesterday before an Essex County grand jury weighing criminal charges against Mayor William Lantigua and members of his administration.
Bonet and Fielding arrived at Salem Superior Court at 9 a.m. in City of Lawrence trucks, loaded down with 25 cardboard cartons filled with copies of city documents, including licensing and personnel documents, licensing board minutes, personnel files, time sheets, emails and more. The cartons were loaded onto dollies and hauled into the courthouse by Bonet and public works employee Joel Chalas, who said he was not subpoenaed before the grand jury.
Bonilla arrived separately, declining comment as he walked inside. Bonet also declined comment.

State watchdog: Lawrence police lost $30K in illegal car swap

LAWRENCE - The police department broke state and federal law and lost more than $30,000 two years ago when it swapped 13 vehicles for four Chevrolets with a used car salesman connected to Mayor William Lantigua.
That's according to a letter sent to Lantigua yesterday by state Inspector General Gregory Sullivan. The letter details a 2010 transaction with Santo Domingo Motors that landed the police department four Chevy Impalas in exchange for 13 cars the city seized in drug busts - including a Cadillac and a Lexus. The deal was brokered by Deputy Police Chief Melix Bonilla.
In his letter, Sullivan wrote the car swap "suggests the need for clear procedures and better oversight," and made several recommendations to the city for improvement.

Lantigua Names His Receptionist To Head DPW

Lawrence Mayor William Lantigua this week named his receptionist to a top public works job overseeing more than 100 city parks, ball fields and other public spaces, fueling protests on the City Council that yet another key city post is going to someone with few qualifications beyond loyalty to Lantigua.

Jorge Jamie took over as parks foreman on Monday, the Lawrence Eagle Tribune reported.

With his appointment comes a pay raise. His salary will increase from about $39,000 to $58,569, including a $5,000 stipend as tree warden.

Grand jury indicts two officials associated with Lawrence Mayor William Lantigua

Essex County prosecutors say that a grand jury has returned indictments against two officials associated with controversial Lawrence Mayor William Lantigua.

Deputy Police Chief Melix Bonilla and former chief of staff Lenny Degnan will face political corruption charges, including conspiracy, solicitation of a bribe, and extortion or attempted extotion, Essex District Attorney Jonathan Blodgett's office said.

"The crimes alleged by these indictments represent a serious breach of the public trust," Blodgett said.

Another cop faces charges in Lawrence

A veteran Lawrence police officer was hit with a federal indictment yesterday, the second member of the force to face criminal charges in two weeks.
Pedro Lopez, 46, a cop since 1997, is facing a three-count indictment for bribery related to his dealings with a tow truck company. On Sept. 11, former Deputy Chief Melix Bonilla, a close political ally and former campaign worker for Lawrence Mayor William Lantigua, was hit in Essex County Superior Court with several charges including extortion, related to swapping city vehicles.
In both cases, city police chief John J. Romero said he has relieved the cops of their guns and badges and placed them on paid leave. He said protocol has been to place officers on unpaid leave if they are indicted. However, he cannot place officers on unpaid leave, he said, only the appointing authority - the mayor - can do that.

That quote says a lot, without explicitly saying it. He just threw the Mayor under the bus and really said: "I would put them on administrative leave without pay if I had the choice, but hey, that's Willies job..." Nice volley Chief Romero, the ball is now in Willie's court.

I wonder if the Mayor and his cronies have Queen on their iPod. I'm thinking this sure would be an appropriate theme song around city hall.

IF he's in the wrong, I hope he gets it in the neck, as he was never really a cop in the first place. IF he's innocent, I hope he's totally exonorated and helps put any corrupt mayors that may be in Lawrence behind Federal bars.

I always try to give a cop the benefit of the doubt. I hate it when I'm wrong and relish being right. I hope and pray this officer is a victim of circumstances and is cleared.
