LAWRENCE - Police have launched a criminal probe into the illegal release of juvenile arrest records of the leader of the latest campaign to recall Mayor William Lantigua.
Police Chief John Romero said yesterday that he had widened the scope of an internal affairs investigation to identify the police department personnel involved in the release of documents apparently attempting to discredit Josue Hernandez, 25, chief organizer of the Uniting Lawrence volunteers. The group has been gathering signatures of registered voters in an effort to oust Lantigua.
A 2004 booking slip with Hernandez's Social Security number, birth date and other personal information, along with two police reports from 2002, were posted this week on the pro-Lantigua Facebook page "Yo No Firmo (I Won't Sign)."

Police preserve Facebook info in records leak case

LAWRENCE - Local and state police detectives froze a Facebook page where juvenile arrest records and sensitive personal information was posted about Josue Hernandez, leader of the latest campaign to recall Mayor William Lantigua.
A criminal investigation into the release of Hernandez's records, including his Social Security number and birth date, continues. The records are believed to have been accessed and printed in the police department without authorization and in violation of department policy.
As part of the investigation, detectives issued a "preservation order" to Facebook, where Hernandez's information was posted on the pro-Lantigua "Yo No Firmo (I Won't Sign)" page, Police Chief John Romero said.

City Employees On Payroll Despite Suspensions

LAWRENCE, Mass. -- A Lawrence city councilor is demanding answers after learning two city employees remain on the payroll even though they have been suspended.

The Lawrence Eagle Tribune reported that Richard Burke, a planning department employee and former aide to Mayor William Lantigua, was suspended in August for alleged workplace misconduct and jailed a month later on a drunken driving charge after a head-on crash.

Burke earns $50,000 annually, according to City Councilor Marc Laplante.

Threat Against Mayor, Dominicans Closes City Hall

LAWRENCE, Mass. -- Another threat against the mayor of Lawrence has forced the shutdown of Lawrence City Hall for the day.
Mayor William Lantigua told NewsCenter 5 that he received a written correspondence Thursday morning that made a "serious threat against me and my Dominican friends."Lantigua said he is more concerned than ever for his safety and the safety of City Hall workers.

William Lantigua hires ex-Patrick aide mired in drunk-drive rap

A former top aide to Gov. Deval Patrick arrested on drunken driving charges last October has landed a job as chief of staff to embattled Lawrence Mayor William Lantigua, the Herald has learned.
Ron Bell started work today for the mayor.
"I hired him for his organization skill, his background and his ability to work with the community," said Lantigua, who declined to say how much he is paying Bell. "I've been searching for a chief of staff for several months, and I think he's a good match."

Attorney General Martha Coakley has launched an investigation into William Lantigua's fund-raising practices after state regulators found that the Lawrence mayor and his campaign aides routinely violated campaign finance laws by accepting illegal donations, using public employees to solicit funds, and failing to file accurate reports.

The state Office of Campaign and Political Finance concluded that Lantigua and his campaign aides and financial backers violated 11 different provisions of the campaign finance law since 2008. The attorney general will now conduct her own review to determine whether fines or criminal charges should be sought.

The campaign finance office started looking into Lantigua's finances last June, after the Globe reported that his campaign reports were both incomplete and rife with undisclosed donors and questionable gifts from businesses. At one point, Lantigua's girlfriend, a Lawrence city employee, improperly served as treasurer, even though public employees are barred from fund-raising.

But even after regulators started reviewing the records, Lantigua's campaign continued to flout the law, according to state officials. Lantigua is now personally facing fines of $25 a day, up to $5,000, for failing to file campaign reports for fund-raising and spending in 2011.

Lantigua said yesterday that he was surprised to learn the campaign finance case had been sent to the attorney general, because, he said, he and his aides have been trying to correct the problems since they were first reported last year.
