State police probing ex-stripper arrest

LYNN - State police are investigating the arrest of an ex-stripper in the media spotlight for her dalliance with Alex Rodriguez after two troopers showed up at her house and cuffed her on a minor 2004 warrant.
Candice Houlihan, a 32-year-old unemployed hairdresser from Reading, believes it's no coincidence she was arrested for having an uninsured and unregistered vehicle the very same week her 2004 tryst with the Yankees slugger was splashed in the Herald and New York tabloids.
"I think it's pretty much because I'm kind of out there right now," the petite blonde told the Herald as she stood outside Lynn District Court yesterday morning.
As of 2007, there were 378,000 outstanding warrants in the state and authorities are now probing what prompted troopers to act on Houlihan's minor infraction.
"The state police are looking into the circumstances of how the arresting troopers learned of the subject's outstanding warrant and the facts pertaining to the arrest," state police spokesman David Procopio said yesterday in response to a Herald inquiry.
A police report lists Troopers Orlando Tirella and Dan Clemens as the arresting officers.
The charges against Houlihan were dismissed yesterday and she agreed to pay $400 in court costs. She never appeared in court in October 2004 after she received a summons and a month later the arrest warrant was issued.
Houlihan does not currently have a valid driver's license.
"Her license has been revoked," said Registry of Motor Vehicles spokeswoman Ann Dufresne, citing Houlihan's "outstanding obligations to satisfy in Wakefield, Malden, Lynn, Everett and Medford before she can apply again for a license."
According to the RMV, Houlihan has a checkered driving history dating back to 1997, including three surchargable accidents, two speeding citations and parking and excise tickets.
Houlihan said she had forgotten about the 2004 case until Thursday. She battled back tears as she described the arrest that night at her mother's Wakefield home, where she said two unmarked cruisers were waiting for her when she returned from a restaurant. She was handcuffed and held at the Danvers state police barracks until her father paid $100 to bail her out.
After a week in the spotlight, Houlihan said while she doesn't regret sleeping with Rodriguez on two occasions during the 2004 season, she does regret dishing the details of their dalliance.
Now, she says, like A-Rod's wife, she just wants to put the past behind her. Cynthia Rodriguez filed for divorce this week, citing her husband's extramarital affairs.
"I'm glad that it's over with and now I can move on," Houlihan said.

Wow, an IA investigation for going out and scooping someone up with a warrant? Maybe I'm just badly misinformed, but isn't that part of our job description?
I was thinking the same thing....do we now have to explain ourselves for having an inquisitive mind and good research skills??

Also, is it just me or does anyone else think Ms. Houlihan looked a lot better in her first Herald photos than she does above?

"Candice Houlihan" is not exactly a common name....easy to pick up on a simple WMS query.

Using the inevitable logic the media will use, if there is a warrant out for me, I'm immune from arrest as long as I go the newspaper and get my picture on the front page for some outrageous claim I make.....:rolleyes:

Yep, you're out there...in WMS. If you didn't have a warrant, you wouldn't have been arrested. The reasons as to how your warrant was discovered are meaningless.

I guess there are 377,999 now. A Warrant is a warrant. It is an order from a Judge to arrest. You can arrest on a warrant on Christmas, at a wedding, whenever you want. I have never heard of anyone having to explain themselves for a warrant pinch to a supervisor that knew his job.

Maybe they saw her name in the paper, ran it in WMS and locked her up. Is that an issue? It's a WARRANT.

Massachusetts General Laws - Crimes Against Public Justice - Chapter 268, Section 22

Delay of service of warrants

Section 22. An officer who wilfully delays service of a warrant of arrest or a search warrant committed to him for service shall be punished by a fine of not more than fifty dollars.

I'd imagine this will be a real quick invest. It's joke that it even made the media.

Just so I have it right.........

If I pick up the Globe today and run a warrant check on every name I read I could be investigated? Is there a law forbiding LEO's from doing that? Is is an MSP policy I'm supposed to know about (and don't)?

I have NO INSIDE INFO here but it seams to me the issue IA has is that these two excellent troopers possibly checked her because she was in the paper (and a stripper?). Who cares!?!?!?!?!?!?!? What's the difference how they saw her name? They found someone with a warrant and locked her up. That should be the end of the story. Does IA think A-Rod has the MSP in his pocket and got the A-Troop CAT team on her for screwing up his marriage? To quote the late great Duke himself, "It's getting to be re-gaw-damn-diculous!" LET US DO OUR JOBS!!!!!!!!!!!!!!!!

I know guys that follow their cases after court and find out if defaults are committed and warrants issued, then go collect said person.

I think it's an A troop thing.. seems to be alot of neutering going on up there lately.
