Everyone who applies and meets the minimum requirements takes written test (nothing too strenuous) and preference points are given to people with degrees, academy certs., and former WPD Reserve Officers (kind of like auxiliaries in Mass.). Last time they took around the top 75 scores and sent them to the PAT (Cooper Test with a swim test). After that you go on a list which is good for 2 years and you are called up according to ranking. If you don't get called in 2 years you have to reapply and test again.
