Does anyone know if the following towns on the South Shore accept lateral transfers?

Abington
Whitman
Bridgewater
East Bridgewater
Rockland

If so, besides LEAPS, how do I find out?

Does anyone know if contacting the Chiefs of the department is the first step to a possible transfer, via letter of interest or phone call?
