DETROIT (AP) -- A traffic enforcement agent who allegedly joined a police chase without permission, then caused a fatal crash, has been charged with manslaughter, a prosecutor said Monday.

Agron Seiko, 20, whose job with the Dearborn Police Department covers only parking enforcement and the impoundment of abandoned vehicles, was expected to be arraigned Tuesday, according to the Wayne County prosecutor's office said.

The charge, manslaughter with a vehicle, carries a maximum penalty of 15 years in prison.

Seiko, whose car is similar to a regular patrol cruiser, had turned on his lights but not his siren. He ran a red light, broadsiding another car, the prosecutor said. The driver, William Owen IV, 35, was killed.

"He acted in a way in which he was not sworn, he was not trained, he was not dispatched and he was not authorized by the Dearborn police to engage in this type of activity," prosecutor Michael Duggan said.

The 17-year-old stolen car suspect whom police were chasing later crashed and was charged with fleeing and eluding.

Seiko was suspended without pay. It wasn't immediately known if he had obtained an attorney.

Watch the City of Detroit try to quickly cut the umbilical from this kid. Wonder if he received training/documentation on his limits of authority?
Testosterone and adrenaline at age 20 can overcome common sense all too easily. Just ask Fuocok about people he knows.

And rightly so, I would let him out to hang. You can't tell me that he didn't know what his authority was or lack there of.

We had a couple of guys on MHFA try that shit with BPD B2, it wasn't a pretty picture.
