Any feds on this board or local cops that have run into this and may know how to handle a situation like this???

I am a CJ student trying to write a paper and I have a bunch of questions about what happens when a cop pulls up to some feds doing undercover surveillance. Say a couple of federal agents (FBI,ATF,DEA,Customs) or FBI counterterrorism/counterintelligence SSG (Special Surveillance Group) Investigative Specialists are conducting covert mobile surveillance in a neighborhood late at night or anywhere for that matter.

Now say a local cop pulls up behind these guys and thinks it is suspicious that two guys are in a car late at night in a neighborhood. Maybe he sees cameras in the car also. He runs the plate and I am sure it will not be able to be ran through NCIC right? The feds flag all their plates anyway right? Knowing local departments are notorious to leak info and I am not sure if locals departments are given security clearances by the feds for situations like this when they might have to let them in that they'll be doing surveillance in their town/city?

I know this goes into OPSEC issues, but can anyone tell me what the proper procedure is for the feds in such an instance. Do they tell the cop who they are and what they are doing? Do they pretend to be doing something else (that goes on at rest stops!) to save the mission just to get the cop the hell out of there? Do they tell the cop to have his PS call the SAC at their field office.

I would figure a cop pulling up to these guys would blow their cover. Do they abort the surveillance after this happens since they are not sure they were made? Do you think that criminals or terrorists under surveillance purposely call the local cops to harass their surveillance if they know they are being watched. Even a busybody old lady from the neighborhood could even think the two agents are suspicious and call the locals.

I am just wondering how a situation like this would be handled. Can the feds trust a local cop and let him in on what they are doing and be sure he won't be too interested and patrol that neighborhood ten times a night because he's bored and tip off the suspects. Do the feds tell the locals after or before and threaten them not to blow their cover? Is it feasible to ask the locals to stay out of an area all together? Do the feds have this power over the locals or is it professional courtesy and simply working together.

Anybody have any knowledge in this specific area??? Thanks in advance!
