Theresa, N.Y. — New York State Police say a soldier stationed at Fort Drum shot and killed a trooper Sunday night in the town of Theresa in Jefferson County.

The suspect's wife was also found dead at the scene.

State police say Trooper Joel R. Davis was responding to a call of shots fired during a domestic dispute at 34371 County Route 46 just after 8 pm when it happened.

Trooper Davis was approaching the home when troopers say he was shot once and killed.

State Police have identified the suspect as Justin D. Walters, 32, an active duty Army Infantryman.

State Police say Walters surrendered to other troopers without incident. WWNY in Watertown reports the shooter dropped his gun and surrendered when a back-up unit arrived.

Troopers say Walters' wife, 27-year old Nichole V. Walters, was also found dead at the scene.

WWNY reports Walters owned the property and that he and his wife lived in a double-wide trailer there.

According to WWNY, a second woman who lived on the property was also shot but is expected to recover.

Trooper Davis was 36 years old and lived in Evans Mills. He was working out of the town of Philadelphia at the time of his death. He graduated from the state police academy in May of 2013.

Governor Andrew Cuomo released a statement hours after Davis' death.

"The entire New York family grieves today for Trooper Joel Davis, who was shot and killed in the line of duty Sunday night in Theresa, Jefferson County.

"Trooper Davis served as a member of the New York State Police for four years and his death is yet another sad reminder of the risks law enforcement officers face each day in order to protect our communities and serve the residents of this great state.

"I ask all New Yorkers to keep Trooper Davis' family, loved ones and colleagues in the state police in their prayers during this incredibly difficult time."
