What are the differences between Town Gorvernments and City Governments? I know that there are certian rules and regulations as well as policies and procedures but what is the big differance? and is it based on population...is there a certian cutoff that draws a line?

The most significant differance is the Town Meeting. Which for the Town approves the budget, tax rate, and sets the by-laws for the town.

I don't believe it has anything to do with population but is simply the method of running the town/city. A town is run by a Board of Selectmen and thr bylaws are passed by town meeting (either open-any resident can show up and vote or representative in which each precint votes for reps to vote at the town meeting.) A city is run by a Mayor and the bylaws are passed by a city council. I think Weymouth just changed from a town to a city within the last couple of years.
