Speeding ticket by officer with suites.

I was stopped by a black ford sedan with one blue light next to his front mirror, 2 blue lights each on the left & right signs.
The person said that he is a state police but he wear black suit, white shirt & tie and not a uniform. He gave me a citation with "CLOCKED' and 'ESTIMATED' boxes checked.

1. Do you think it is legal for the officer to issue the speeding ticket?
2. What does it means by 'CLOCKED'?
3. Is it possible for me to win if I go to the court and fight?
4. How should I say?

I would really appreciate your input. Thank you.

You will win this without a problem. Tell the judge that the Trooper had a suite (sic) rather than a double. (don't worry the judge knows what it means). Also wearing a suite he obviously did not have his hat on. If you review common law a Trooper must be in full uniform for any citation to be issued legally. Since he did not the ticket is invalid.
Being clocked means that you were driving in the direction of the 12 on the hands of a clock would show. The cop was behind you and he was at your 6. So he clocked you and then guessed (estimated) your speed which is also illegal.
How fast did he write you for?

I had some the other night at this Suite I rented. Clocked the concierge at an estimated 85mph to get a good rate.
You will win this without a problem. Tell the judge that the Trooper had a suite (sic) rather than a double. (don't worry the judge knows what it means). Also wearing a suite he obviously did not have his hat on. If you review common law a Trooper must be in full uniform for any citation to be issued legally. Since he did not the ticket is invalid.

He was wearing a hotel room? I'm assuming you mean SUIT, as in business attire. Did he wear his campaign hat with the suit? The only reason I ask is if he DIDN'T, mention that at your appeal. If he wasn't wearing his hat during the interaction, tickets can't stick. Then we can call you the Teflon don, just like Gotti there tough guy.

Is this condition apply only to marked police vehicle? (where a police must wear a hat to issue a citation and it is ok not to wear hat if he/she is driving an unmarked vehicle?)

Next time, unless its a marked car, don't even stop, because you don't have to. Just take off, no matter what they say.

I have to hand it to the trooper. He had balls to write you in a suite while not wearing his trooper hat.

BTW did you see if he was wearing combat boots with his suite?

Where were you stopped? That sounds an awful lot like the FBI, not the State Police. Although, if he was in a suite it could have even been the Secret Service. I hear the Columbian suites they buy come with all sorts of goodies, but some of those Secret Service guys are really cheap and don't like to pay for them.

Don't mentioned it, it's my sincere pleasure to fight authority, especially when it is obviously used so indiscriminately. if Troopers are allowed to give tickets without their hats on, what's next. Motorcycle cops without sunglasses and boots giving tickets to old ladies double parked at the church bingo, undercover cops making hand to hand buys not wearing the regulation beard and goatee, swat members not wearing thigh holsters carrying a .45 with green tip zombie killing rounds and five extra mags?

With all the threads that seem to turn to shit with members bickering and fighting over stuff that is never going to change no matter how much d*ck wagging there is, (jurisdiction, authority, et al...), it sure is nice to see an Ask-A-Cop thread where everyone comes together, in classic MC style, for the common good.
