In most cases, the Tribal Police are the recognized FEDERAL law authority on Tribal lands. Unless there is a concurrent jurisdiction letter signed between the U.S. District Attorney and the State Attorney General, the RISP may not have had a valid warrant. This may or may not have been the case.

It was unfortunate, but at least it didn't turn into a wounded knee situation and there actually was some degree of restraint shown. Interesting to note a physical confrontation between two distinct law enforcement agencies and everyone went home alive. Thats my bottom line!
