The problem property task force is a great idea and why not attempt to recoup the costs (although i'm not sure they are on terra-firma, why not give it a shot). On the other hand, landlords hands are tied when it comes to evictions and backgrounds for new tenants. Evictions can run to the tune of $10,000 or more if you use a good attorney. It really is a double edge sword.
