I can think of plenty of other bad candidates that have snuck through the background process of many departments. I guess the only good thing that comes from this is at least they will get rid of this problem before graduation day
NYPD Probie Busted On Pot Charges
A probationary cop at the Police Academy has been busted on charges of selling marijuana on a Brooklyn street corner, authorities said yesterday. Undercover narcotics cops collared the probationary officer, Hector Serrano, 22, of Queens, after they watched him selling small Ziploc bags of marijuana at the corner of 52nd Street and Fifth Avenue in Sunset Park Tuesday night. Cops recovered a small amount of pot and a knife.
Serrano was immediately suspended by the NYPD and faces dismissal from the force because, as a probationary cop, he can be terminated at the discretion of the police commissioner, regardless of the outcome of his criminal case.
At his arraignment yesterday, Serrano, wearing a white T-shirt and baggy basketball-style shorts, stood erect with his hands clasped behind his back as prosecutors described how he was spotted making hand-to-hand sales of marijuana.
His stunned wife and his mother sat teary-eyed and anxious in the courtroom, and later insisted the charges weren't true.
"He's a good father and a good husband," said his wife, asking not to be identified by name.
Serrano was sworn in as a police officer on July 1. To get on the force, he had to clear a background check and pass a urine-drug test.
Authorities said the Brooklyn South narcotics cops saw Serrano make two transactions, and they moved in after he made a third sale.
They grabbed his customer, Alberto Lopez, and recovered the marijuana he had hidden in his sock.
They then swooped in on Serrano, who put up a struggle when he emerged from a nearby apartment building.
A check of his Lexus turned up his newly issued NYPD recruit uniform.
Lopez was charged with marijuana possession and issued a summons. He was released on his own recognizance.
Nice to see that NYC has an active AA hiring policy.

Racial politics aside, if every department has 1 in 10 bad apples, that makes for 3,000 sh*tbags on NYPD.

Seems every NYCPD academy class has a foot race over to Nassua and Suffolk CO. PD's for jobs right after graduation. It is sad that one of the best known departments in the world is paid like they were cops from a third world country.

Not surprising at all. NYPD is full of shitbags. Mainly because their hiring process is a joke. I got hired by NYPD and I never even had an interview. They will hire anybody that is willing to work for that joke salary.He was probably selling drugs to earn back the 2k those pricks take from you the 1st 2 weeks of the academy. I was going to take that job until I realized how awful it is. I would say at least half of that department in filled dirtbags that would not get hired if they lived in any other state.(with the exception of the some of the southern states.)BTW: the take home pay for that dept is 650-700 bucks every two weeks. (assuming that you put 0 in retirement and take the worst health coverage.)
OK people help me out here. This may be slightly off-topic concerning the NY Trainee, but unquestionably on-topic for the heart of the story. I need you full-timers, or maybe those of you who have worked in administrative or investigative services to explain how this kind of incident happens.
Reading this story reminded me of the experience I had as an applicant for the Connecticut State Police - Airport Police Department at Bradley Field. I scored high on the exam, took the poly-graph, had my oral interview with the Captain, Lt. And Sgt., and subsequently proceeded to the background investigation phase.
The detective who came to my home to complete the background application (about 4 inches thick) started at my backside and proceeded to crawl northward until she could count my molars with her 6 D-cell Mag light…
She visited every past employer, 4 or 5 neighbors on my street, my high-school principle & town Police Chief, took my finger-prints and ran them through Massachusetts & the FBI, my driving record, credit report, and so on and so on. You all know what I'm talking about. But this is why I am so confused by the article, look at some of the quotes by Masscops members:

Is this an exaggerated requirement, or was the NYC issue the one extraordinary example of a degenerate falling through the cracks? Didn't they visit this creeps neighbors or past employers? I have a friend that was hired by a southern NH PD and he said their background investigation was, well we'll just say lacking as well… I'd appreciate any feedback you'd like to share.

Those "in-the-know", if a department wants you, they will hire you. Regardless of your background, I'm sure many members here can cite numerous people that should not be wearing a uniform.
Kozmo to answer your question. Part of the reason that happens with NYPD is they dont do physical appearances involving candidates. They make you supply tons of paperwork regarding anything that comes up but that is it. I probably should have explained this when I made the statement about candidates sneaking through the cracks
Wow Bart, thats astonishing. Is the NYPD style of background checks common or are they unique due to the volume of new hires they put through?
I was under the impression all background checks were done with a background investigator who researched your history personally. I would imagine that might be difficult for some departments, from a manpower perspective. Thanks for replying!

They don't do a real backround check. They send some questionaires to employers and references...thats about it. They run you to see your record and if you have any active warrants. Getting hired to Barton is harder than getting hired by the NYPD.

Having had the opportunity to read some your comments about the NYPD and also having the opportunity to interact with NYPD officers on other boards similar to this one as well as several times in person while in NYC.. To say that the NYPD is full of shit bags is uncalled for..you may have done their process and found it to be easy fine..but to sit there and paint 30000 hard working underpaid..police officers with a broad brush.. I mean come on now that's not right....The fact is there are a number of police misconduct cases that effect every police dept...Many right here in Mass...There will always be people that slip through the cracks undetected and get on that shouldn't be on..not just the NYPD...Boston PD, MSP, local cities and towns..all have had issues with officers..If you have some time I would suggest a little research into some old news articles..The Depositors Trust Robbery..1980. (My personal favorite)..also the Exam Scam and the King Aurthur's Motel Bar Brawl...All local all happened here..and alot of younger newer officers like myself have never heard of these cases...My point simply is this that it's not just the NYPD that has problems..and not all departments are fulll of shitbags...yeah maybe there's a few and there always will be..but it's not all the officers and it's bad enough with the media swaying the public's view of us..we don't need to be doing it to ourselves...esp the NYPD those folks have it pretty rough gig down there..Not surprising at all. NYPD is full of shitbags

I have friends on NYPD too. I realize they are not all bad but when your hiring process is as much of a joke as NYPD's crossed with what their pay is, you get what you get. I also realize that dirtbags get hired to pd's in mass. Look at our hiring process. You get a 99 on the test, I get a 82. We both put in for "whatevertown". I am a resident, you are not. I get hired and you don't even get an interview.
