Could be that this officer barely speaks English and was hired off the Haitian Speaking list. Brockton PD has no MV Inventory policy. There was an incident a few years agoi where a vehicle was towed because it was found in the trees by the junk yard(very expensive car but was not stolen). Because there was no inventory policy, the officer missed the driver in the trunk with two bullets to the head. The tow truck company found him at the impound lot.
