I think what you are reffering to are the dozens of "trunked" 800 mhz frequencies. The actual transmissions are constantly bouncing around between frequencies, so you need a scanner that can be programmed to follow the conversation as it switches between frequencies. So to answer your Q, all the frequencies are essentially the "main" frequency.
I'm definately not an expert at trunked scanner monitoring but I think that is the jist of it.
