Manager of Public Safety
General Summary:
The Manager of Public Safety is responsible for ensuring the safety of the campus community, its visitors and the college property. The incumbent manages the Department of Public Safety which operates 24 hours a day, 365 days a year for the College's three campus centers (Wellesley Hills, Framingham, and Ashland). The department employs five full-time campus police officers and contract security. The candidate will have the responsibility to work effectively with students, faculty, and staff from diverse backgrounds.

Examples of Responsibilities and Duties:
Develop and manage a comprehensive approach to security management to include short and long range plans and objectives to improve departmental services to the campus community.

Plan, establish and monitor appropriate public safety and emergency procedures for a state educational institution, to ensure compliance with local, state and federal policies, practices, laws, and regulations to ensure the safety of employees, students, faculty, and visitors.
Develop and direct training to support the College Emergency Response Team.
Coordinate with local, regional and state law enforcement and emergency response department/agencies, as well as other institutions of higher education, concerning areas of mutual interest such as training, safety, best practices, grant applications, emergency response and crime prevention.
Keep current on new developments in legislation, law enforcement, and government regulation which affect police, and fire safety operations.
Resolve complaints and enhance community relations by ensuring a department-wide commitment to a "Community Oriented Policing" philosophy through daily practice and specialized service programs promoting campus safety to meet the needs of the College community.
Develop, recommend, and implement standard operating policies, procedures, and programs designed to operate and enhance public safety within the College community.
Supervise and coordinate the activities of campus police officers and contract security to ensure duties are performed in conformance with established procedures and plan and prepare work schedules assignments and patrol areas of public safety force including enforcement of traffic and parking regulations.
Develop in-service training programs to increase departmental efficiency in collaboration with Human Resources and the Division for Planning and Institutional Effectiveness.
Monitors and evaluate the performance of public safety personnel and contract security through observation and conferences and by reviewing reports and logs. Requires occasional evening, overnight and weekend work to perform this task.
Develop and manage the departmental budget.
Monitor buildings for safety issues and work collaboratively with Facilities department and respond to campus emergencies to ensure a safe overall physical environment.
Ensure proper maintenance of records and reports in compliance with College business practices and federal, state, and local regulations, including the reporting of crime statistics pertaining to the Clery Act.
Serve on committees, task forces, and other related administrative functions as assigned, such as, Fire Safety, and Emergency Response.
Work actively with other areas of the College to ensure a spirit of college-wide collaboration, collegiality, civility, and teamwork.
Minimum Desired Qualifications:
  • Bachelor's degree required; preferred major of law enforcement, emergency management or criminal justice field.
  • Minimum of five to eight years law enforcement experience to include a minimum of four years of progressively responsible supervisory experience in a law enforcement/ public safety/security/emergency management position, preferably at an institution of higher education.
  • Must be certifiable as a Special Police Officer by the Massachusetts State Police within one year of appointment.
  • Must be certified in First Aid/Safety and CPR.
  • Must have knowledge of the Student Right to Know Act (Jeanne Clery Act).
  • Experience overseeing departmental budgets.
  • Knowledge of state and federal laws pertaining to crime, safety and fire codes.
  • Excellent organizational, interpersonal, written and verbal communication skills.
  • Business computer skills to include Microsoft office suite - strong Excel skills are mandatory and comfortable learning new software or database systems.
  • Must be able to read, write, speak and comprehend moderately complex oral and written instructions in English.
  • Must possess strong reading, writing, mathematical and analytical skills.
  • Must have and maintain a current Massachusetts driver's license.
  • Candidates may undergo a background investigation and will participate in driving records investigation, physical, polygraph, psychological, or other examinations at the College's discretion.
Working Conditions:
While performing the duties of this job, the employee is regularly required to: walk and stand for extended periods; lift up to 75 pounds unassisted; climb stairs; work outside in all types of weather; speak and hear; and use hands to finger, handle, feel, and keyboard. The vision requirements include: close vision, distance vision, peripheral vision, depth perception and ability to adjust focus. Position requires regular viewing of computer screen.
SALARY RANGE: $47,000 - $51,000.
HOURS and SHIFT: hours as 37.5 hrs/wk, generally Mon. through Fri. 8:30 a.m. to 5:00 p.m.
Must be available to work additionalrequired.

After reading some past threads concerning MassBay, it's nice to see they're looking to make a change. But is it a change for the better, and what's with Public Safety MANAGER??

Anyone out there who works at MassBay, my hopes are with you that this will be just what you need.

Place is a law enforcement black hole (energy and life draining) but hey...
things might change maybe a little bit someday.

All of the state schools pay crap.....CPO I's start at 29,000 or so.....its awful....But with OT and such, you can make a survivable living....
