GLOUCESTER, Mass. -- Cell phone video showed chaos on a Gloucester sidewalk that had some saying the police went too far to control the crowd.

From the headline, I thought a K9 attacked someone or something... but it appears they were just there, on their leash, WITH a muzzle even.

The dogs were merely present. They didn't do a thing in the PARTIAL video.
Sounds like their star witness is afraid of dogs.
Just out of curoisity, is it a "normal" thing to use dogs in a crowd control situation back there?
