How can I get a PD to sponsor me?

Any tips on how to get a PD to sponsor me to the academy? My Dad is retired from a large Civil Department of which I am #1 on the list but they haven't hired from the list AND ARE TAKING ALL LATERALS. Any tips on how to get this PD or any PD to sponsor me?
