Recently I saw a pretty new looking, white CV with Hampshire County Sheriff markings and lightbar in downtown Northampton(not near NPD station). Also saw a blue, Impala with a Sheriff star and lightbar on it in Holyoke.

Do these county's now have a patrol division?

Nope. If you look closely that impala has red, white and blue passenger plates. It belongs to the civil process servers corporation which cannot obtain municipal or police plates from the RMV because they are a business, not a government agency. CV are used for transport like always....

I know that Hampshire and Franklin County has guys assigned to work with probation. These guys locate and arrest on defaults. I believe they drive unmarked cruisers. Not sure about Hampden County but, I think they have guys on the road that deal with pre-release and people on electronic monitoring. They may be in a marked cruiser, again not sure though.
