JOB TITLE: FRAUD INVESTIGATOR

GRADE: 12

UNIT: Senior Management/Exempt

SALARY RANGE: $52,734.66 - $66,236.01

GENERAL DESCRIPTION:
Under the supervision of the General Counsel or his or her designee, the Fraud Investigator will conduct and monitor fraud investigations in accordance with Boston Housing Authority policies and procedures. The purpose of this position will be to increase the integrity of the Boston Housing Authority's assisted housing programs by devoting resources to investigating fraud and taking appropriate actions including but not limited to the collection of overpayments, subsidy termination, or litigation.

DUTIES AND RESPONSIBILITIES:
• Conduct fraud investigations based on evidence obtained from fraud detection tools or complaints received.
• Maintain current data regarding the status of all fraud investigations.
• Gather documentary or other evidence from various sources.
• Use reports and program data to assist in fraud detection.
• Conduct field investigations in the greater Boston area when necessary.
• Analyze evidence and confer with the General Counsel or his or her designee to determine whether or not sufficient evidence exists to take adverse action.
• Conduct informal conferences with participants, owners, employees, or other persons as necessary.
• Calculate amounts owed to BHA due to underreported income or fraud and enter into repayment agreements with appropriate parties.
• Prepare the cases for referral to an appropriate law enforcement agency, HUD, or other State agency.
• Responsible for general oversight of repayment agreements.
• Assist in preparation for litigation.
• Responsible for representing the BHA in informal termination hearings where the allegations include fraud or overpayment of subsidy by BHA.
• Assist the HUD Office of Inspector General, State Office of Inspector General, or other appropriate agency with investigation and prosecution.
• Continuously assist with the development of fraud policy, forms, procedure, and provide training to staff as needed.
• Provide reports to the Leased Housing Division or the Public Housing program on a regular basis.
• Cooperate with the Boston Housing Authority Police or the Boston Police where appropriate.

MINIMUM QUALIFICATIONS AND EXPERIENCE:
A Bachelor's degree is required with 3 or more years experience in a low-income housing related field. Masters degree in criminal justice or social sciences preferred with 1-3 years experience in a low-income housing related field. Knowledge or experience in subsidized housing programs or other types of public assistance is also required. Investigative training or experience is highly preferred. The applicant shall have superior organizational and time management skills and a background in accounting, auditing, or bookkeeping is helpful. Excellent computer skills are required with proficiency in Microsoft Office applications. Applicants shall also possess sound judgment, outstanding communication skills and the ability to work proactively and independently in a diverse environment.
