If I am not mistaken they do. I have stopped several people with "International Driver's Licenses" (Many...if not all of which...are invalid..) and the watercraft they were operating were registered to them.

** International driver's licenses are another story...

I stopped a guy recently under the same circumstances. He had a Brazillian License and the MV he was operating was registered to him. I ended up charging him under 90/10. A foreign visitor may drive for up to one year, however he was now a resident of the state and now required to get a MA license. It seems a lot of these people try to play both sides of the fence. You're either a visitor or a resident.

Of all of the Brazillian licenses I have seized (50+), only one was actually an issued license from Brazil. All of the others are fakes they purchase when they get here. Marlboro, Hudson and Worcester have a large Brazilian population that try to pass these fakes off. Don't be fooled by them. If they hand me one with the registration that is in their name, a tow is on the way. 90-10 no more questions asked.

Good job MSP, i got a few license i seized from these brazilians. I was thinking of scanning them and put them online here somewhere so other officers can see them and immediately identify them as the fakes. I have seen four types from Brazil, i would be more than happy to upload them. Gil, what do you say? :D

The international "License" - is not really a license though -right??? Its a permit and you must have your license from the country you reside in as well - or it too is 90-10...... They cant get social security numbers issued to them so they try and work the system... some have florida licenses because you dont need a social security number to get one..... This state is unreal..........They should not be allowed to register vehicles if they can go by the rules!!!!!!!!!

That's right Linda! and again, it NOT a permit either. It is just a piece of paper that may help you interpret their original licence from their COUNTRY OF ORIGIN. As you point out, they must:

1. Have their original legitimate license from their country
2. Their country must be on the reciprocity list from Mass RMV.

So again for the 100th time= International drivers licence IS NOT a licence! Period, end of story.

What I don't understand with these people, is that the state will issue a permit for an additional 60 days if they were a foreign vistor and become a resident. They are given more than enough leeway. Tough sh*#!!! :twisted:

When you think about it - a foreigner has more rights than those of us who were born here - just like when they become citizens - they should know how to communicate in english...... speak the language... How many cars have you stopped with the operator not speaking english - or - tried to order coffee at dunkin donuts and the staff not understanding your order........Whats next????

i just stopped a kid for marked lanes, hands me a bazil driver's license.. he a U.S citizen and has been living in Worcester for a year.... i was wondering... is there a way that, anyone knows of, there might be a website for people to produce fake brazil licenses. I just would like to compare the one i have and see if anyone else has the same kind.

Was he cited / charged appropriatetly for failing to get a Mass license in the alloted time?
Or are supposed aliens not required to...?

As far as I am aware, once you establish residency and work in the state, you must immediately obtain a Mass driver's license . . . the 1 year grace period was done away with. When I come across foreign-licensed operators now, I ask them how long they've been in the state, where they live, and where they work. I find that the majority of the time, I am able to charge them with 90/10.

It been a while since I had to deal with these but this is what I can remember. I'm pretty sure that it's law or a requirement that if a person is driving on this license they need to have thier PASSPORT with them at all times. That way an officer can compare them. Also the year might be wrong they can drive in this country under the 1946 or 1936 Road Act. That way if we go to another country we can drive lets say in England. Also it seems that they don't know any English when you ask them but they quickly learn once they see the tow truck coming.

This is what I do; I leave it up to the individual to go to court and show his proper documentation:If the MV is registered to them under an "X" number - 90/10
No passport w/ current Visa or I-94 card - 90/10
No I-90 card - 90/10

Many Brazilian, Irish, and middle eastern/central asian driver's licenses are a joke as far as form security go. They are easy to photocopy or to create from scratch.
One more thing. I have noticed many officers enter foreign birthdates wrong on the criminal apps (month and day are reversed) or don't realize that many latin american nationals use their father's and mother's surnames. Thus, any warrant activity will have the wrong birthdates or last names.Don't bother the Irish, you say? Hey, I'm Irish and love the Irish girls and beer. Remember, some of the best trained terrorists are Irish and many of them are instructors for the Islamic crazies.

Question, I have a cousin coming to visit me in a few months from a country that is on the RMV list to be allowed to drive in the states. What does she need to have with her. She has a license from that country, her passport, and visa papers for a student visa for less than a year. Does she need to get an international license? and she will be driving my car as a part time driver, the car will not be registered to her. Any problems that may come my way? Just trying to make sure she will be all set, and if not, the bus will do.

90-10 is such a joke! There's no jail time associated with this offense so they can get arrested 20+ times and their cases will get dismissed with payment of court costs. Hell, It doesn't even show up on a BOP. The only thing you can hope for is that eventually the RMV will get around to suspending their right to operate. I'm sure the $$$ from registration fees is a big factor in allowing them to register cars.
