Flash your lights back and stop em for lane violation or speeding. I never see anyone who isnt speeding. Or, don't worry about it. You still get paid every week or 2.
Flashing Headlights/ Speeders
What can you actually fine someone for, if anything, for flashing other motorists and warning them of the presance of a cop? (Stop them for defiective equip.- thats all I can think of)
