Flashing Headlights/ Speeders

What can you actually fine someone for, if anything, for flashing other motorists and warning them of the presance of a cop? (Stop them for defiective equip.- thats all I can think of)

Any suggestions?

Let them flash, less work for you and you're slowing them down.
