In the job posting for DMH Police - Quincy it states that it is a civil service position and the next test must be passed...So hypothetically speaking if one gets this job and takes the exam they receive civil service status and then can transfer to a municipality????

No, they used to have a test for DMH/DPH police officers. This was a separate test from the regular civil service police examination. WHen I worked for them a while ago I was told that I would have to take the next test if they offered one to keep my job, all i had to was pass. The test never happened, I believe the last one they had was over 14 years ago. Different civil service and you cannot lateral to a municipality.
