Detective appeals firing for planting evidence

EAST PROVIDENCE, R.I. -- A detective has launched a bid to get his job back, after being fired for planting drugs in a suspect's car.

Russell Tellier was fired Jan. 27 after a disciplinary hearing board found that Tellier violated procedure in an incident last year.

Tellier, 34, an 11-year veteran of the force and an experienced narcotics investigator, is appealing his dismissal in Superior Court.

The Providence Journal reports the board concluded that Tellier planted marijuana in a car belonging to Trent Manning, a convicted drug dealer, after Manning was arrested on alleged driving offenses, including a charge of driving with a suspended license, on April 18, 2003.

The car was towed to the police station to be searched for drugs by a police dog and handler. Knowing Manning's "violent and dangerous past," the board said, Tellier implicated him to keep him in custody rather than see him released on a summons to appear in court on the alleged traffic offenses.

Tellier's lawyer, John D. Lynch Jr., declined to discuss the case, except to say that there is much more to it than is on the public record.
