I'm very well aware the calls go to GHQ - 'cept for southeastern mass, that go to "D". And it's "All 911 **CELL** calls that go to GHQ" Then they get transfered to the barracks or locals or whichever PSAP is warranted.
But like I said, there's a heavy amount of duplicate calls, so there's no need to send 30 calls into the barracks for the same incident. I've sat there, yes I do know about the cell calls for the same thing over and over. Sadly, there's likely 3 times the calls about a dead dog in the BDL, than the woman broken down with her children a mile up the road. That's the cell-public for ya. In a whole hour sitting there, there may be 20-30 actual *NEW* incidences to report.
