Westport -

Accused of offering to pay for sex and indecent assault and battery with two women, the owner of a car dealership here turned himself in Thursday.
Police said Valerio Demello, 55, of 3 North St., Fairhaven, is charged with two counts each of indecent assault and battery and offering to engage in sex for a fee after two women who purchased vehicles from his dealership, Val's Auto Sales at 757 State Road, reported he offered to eliminate car payments in return for sexual favors.
Police spokesman Detective Jeff Majewski said the first victim came to police Tuesday saying Demello inappropriately touched her numerous times over the past several months as she attempted to make car payments at the dealership. She claimed that while at the dealership to make a payment Demello placed his hand inside her shirt and slapped her on the buttocks at least six times during this period, adding that on one occasion Demello told her she would not have to make anymore payments in return for numerous sexual acts.
Police said he is also alleged to have told her he would repossess her car to put pressure on her to comply with his requests.
Majewski said a second victim told police on Wednesday that after moving into an apartment owned by Demello and purchasing a car from his dealership that he began making vulgar comments about her body and made inappropriate sexual advances by grabbing her in an attempt to hug and kiss her, as well as slapping her buttocks.
She told police that on Monday Demello showed up at her apartment at night offering to pay her money in exchange for sex. After she refused, Demello reportedly began swearing at the victim, telling her it would be easy to repossess her car and displaying her car keys that he kept on his keychain before leaving the building.
Majewski said attempts to meet with Demello proved unsuccessful as he failed to appear at the dealership for scheduled meetings and avoided entering Westport to avoid arrest.
He said Demello turned himself into Fall River district court around 2 p.m. Thursday.

Car dealer faces second assault charge

Westport -

The owner of Val's Auto Sales has been charged a second time with offering sex to a woman in return for eliminating car payments. Valerio Demelo was arrested Friday and charged with offering sex for a fee and indecent assault and battery.
Three women - each in their mid-20s or early 30s - have claimed within the last month that Demelo offered to forgive payments in exchange for sexual favors. The third woman came forward after reading of the prior incidents, and a police spokesman said additional charges are possible because reports from others are being investigated.
Each woman has told police very similar stories of Demelo's actions, said police spokesman Detective Jeff Majewski. None of the alleged victims know each other, he said, but each are customers who chose a buy-here, pay-here plan, where they make payments directly to Val's Auto Sales instead of a bank.
Demelo, 55, was arrested a month ago and charged with two counts each of offering sex for a fee and indecent assault and battery. He was arraigned Monday in Fall River District Court. According to police, Demelo owns residential property in Westport, Dartmouth and Fairhaven and is believed to live in Fairhaven.
The latest alleged victim said she went to Val's Auto Sales in September to talk about the payment plan after she fell behind on payments. She claimed Demelo told her "not to worry about missing payments," squeezed her buttocks and "made her give him a hug for missing the payments," and later grabbed her breast and tried putting his hand in her shirt, according to police.
In another incident, she said, Demelo told her she "owed him" for fixing her car after it broke down, and that he got angry and repossessed the car after she said nothing would take place between the two of them.
The first alleged victim contacted police Nov. 4, claiming Demelo, a Brazilian citizen in the United States legally, placed his hand in her shirt and slapping her buttocks at least six times. The second woman, who came forward the following day, said he made unwanted advances to her after she moved into an apartment he owned and bought a car from his dealership.
Once, the second woman said, Demelo showed up at her apartment at night offering to pay for sex. Demelo failed to show up for scheduled meetings with police after that, but the next day turned himself into Fall River District Court the next day, police said.
Majewski said he wasn't sure what action the town might be able to take on Demelo's auto sales license. Town Administrator Michael Coughlin did not return a phone call seeking comment.

WESTPORT - A Westport car dealer arrested last November for allegedly groping and propositioning his female customers is being held without bail on new charges of sexual misconduct.
A fourth woman came forward this week alleging that Valerio Demelo, 55, groped her and threatened to repossess her vehicle if she told anybody about it, police said.
Demelo, a Fairhaven man who owns Val's Auto at 757 State Road in Westport, was arrested yesterday by Westport police.
Police already were investigating Demelo after receiving information that he recently sent an employee to speak with a woman who had told police several months ago that Demelo offered her cash in exchange for sex.
Majewski said the employee approached the woman and offered to forgive a car loan in exchange for not testifying against Demelo in court.
Such an encounter would not only qualify as witness intimidation, but also would violate a no-contact provision the court placed on Demelo when he was arraigned last November.
"He just doesnt get the serious nature of what he's up against," Majewski said. "And, honestly, if he's still re-offending while he's still free on bail, he's potentially dangerous to other people."
Yesterday afternoon in Fall River District Court, Demelo's bail from his prior cases was revoked and he will spend at least the next 60 days in jail. He also will be held on an additional $5,000 bail for the new charges, which include indecent assault and battery and intimidation of a witness.
Demelo was first arrested Nov. 6, 2008, after he turned himself in to Fall River police on a warrant charging him with two counts of indecent assault and battery and two counts of offering to engage in sex for a fee.
Earlier that week, two women told police Demelo had groped them several times and propositioned them for sex.
The first victim alleged Demelo had touched her at least six times over the course of several months when she went to the business to make car payments. She said he placed his hand inside her shirt and slapped her buttocks.
She also alleged Demelo offered to waive her payments in exchange for sex and threatened to repossess the car if she did not comply.
The second woman said Demelo, who was also her landlord, had made inappropriate comments about her body, slapped her buttocks on multiple occasions, tried kissing her and once offered her money for sex.
In December, a third customer came forward and told police that Demelo had groped her, made sexual comments and repossessed her car when she told him nothing would happen between them.
The victims were all in their 20s or early 30s, court records said.
"This is definitely, from a police point of view, a pattern that we believe indicates there will be additional victims," Majewski said.

DA will oppose bail for Westport car dealer accused in sex assaults

WESTPORT - Car dealer Valerio Demelo, 55, who is accused of groping several female customers, will be in Fall River District Court on Thursday for a pre-trial hearing, Gregg Miliotte, spokesman for the Bristol County District Attorney's Office, said.
Miliotte said the district attorney "will be prepared" to argue against any requests by Demelo's attorney to let him out on bail.
"We certainly won't agree to ... bail. We believe he should be behind bars," Miliotte said. "We don't believe he should be released at this time."
Demelo, a Fairhaven resident, owns Val's Auto at 757 State Road. He was first arrested in November 2008 based on earlier complaints by female customers.
Demelo was free on bail when a fourth woman came forward in March. The woman made allegations that Demelo had groped her and threatened to repossess her vehicle if she told anyone.
On March 24, Demelo's bail was revoked and he was expected to spend 60 days in jail.
Westport's selectmen, who oversee business licenses for auto dealerships, discussed Demelo in executive session Monday night. Town Administrator Michael J. Coughlin said they "are concerned that he have no involvement with the operations" when and if he is released.
Demelo's business license was renewed in January when charges were pending on the earlier allegations. Selectmen have said they will consider whether to revoke or suspend his business license now that more charges have been made.

A former Westport auto dealer was sentenced to jail Thursday after pleading guilty to offering to eliminate car payments for several women in exchange for sexual favors.

Valerio De Mello, 55, of 3 North St., Fairhaven, was sentenced to six months in the house of correction on a charge of indecent assault and battery on a person age 14 or older.

De Mello, former owner of Val's Auto Sales, 757 State Road, Westport, opted to waive a trial in the jury of six session and pleaded guilty. He was credited for 59 days served after being ordered held without bail in March.

In sentencing the defendant, Judge Christopher Welch further ordered he be placed on 11 months probation, to begin on or after completion of his jail term, on four counts of assault and battery, which were reduced from original charges of indecent assault and battery on a person age 14 or older.

Charges of criminal harassment, two counts of indecent assault and battery on a person age 14 or older and three counts of sexual conduct for a fee were dismissed at the request of the commonwealth. An intimidating a witness complaint was filed.

In District Court, he was given a concurrent 11-month probationary term on a charge of accosting.

Welch ordered several conditions of probation, including that De Mello refrain from personally operating or working at the car dealership, that he must register as a sex offender, must receive sexual behavior counseling, have no contact/stay 100 feet away from the six alleged victims and their homes, and return a $930 security deposit to one victim by June 2.

De Mello's nephew, Christopher, told the Westport Board of Selectmen last month he will take over the business and change its name, and his uncle will no longer be involved with the dealership. The board is scheduled to vote June 1 on whether to extend the auto dealer license for the company.

Westport police said they arrested Valerio De Mello in March after a fourth woman came forward, telling police he touched her inappropriately at least three times and threatened to repossess her vehicle if she revealed the incidents to her family.

Last fall, another woman told police that De Mello allegedly offered to pay her for sex and touched her inappropriately.

De Mello initially was arrested last November after two women told police he offered to pay them for sex. One told police De Mello touched her buttocks at least six times and put his hand up her shirt. The other claimed he made vulgar comments about her body and made sexual advances toward her, police said.

An alleged victim who came forward in December told police she went to the dealership because she fell behind on her car payments to De Mello. She claimed he inappropriately touched her and told her "not to worry about missing payments" and "made her give him a hug for missing the payments," according to police.
