Sorry I should have clarified, do you think they would ever open up applications that aren’t through civil service? I just saw the BPD Commissioner say that they’re at 1600 officers down from 2000.

My agency can’t be much worse tbh.

That would require a change in state law to remove BPD from Civil Service. Many smaller towns have done so already, but nothing as big as Boston.
Theoretically, it’s very doable, the City Council approves a home rule petition, MA legislature passes it, the Governor signs it, and BPD is no longer civil service.
I do think CSC and HRD would vehemently oppose such a move because it would accelerate the demise of the civil service system, but many other agencies are now non-CS.

Do municipalities have a financial benefit from staying in civil service? I few towns in my area are in the process of getting out of it and are using it as a bargaining chip. I know you can offer your town test and charge whatever you want for it but that seems like a drop in the bucket for a towns bankroll.

And there are currently about 14 home rule petitions to leave civil service sitting at the state house for the last year that they are refusing to vote on, because legislators don't want to kill civil service, where they give jobs to all their cronies. Ain't no way they're letting Boston out.

Politics and cronyism is about 1,000,000 times worse without Civil Service, that’s why so many municipalities want to get rid of it. They can disregard exam scores and hire the best friend’s cousin’s nephew of the water department commissioner.

People who complain about Civil Service are generally the ones who couldn’t score well enough on the exam to be hired.
