Bay State hunts for most dangerous sex fiends, above.

A depraved 24-year-old child rapist - known to dress up as Uncle Sam during tax season - tore off his GPS bracelet earlier this year and now tops the Bay State's list of most dangerous fugitive sexual predators, set to be released today.
Ryan Eric Lovell, convicted of exchanging drugs for sex with Stoughton middle school students, made the state police's list of Most Wanted Sex Offenders that authorities are urging the public to be on the lookout for.
"Each new set of eyes could prompt the tip that brings a wanted sex offender to justice," said Saundra Edwards, chairwoman of the Sex Offender Registry Board.
The degenerates on the new list, who all have failed to register, are all high-risk, Level 3 sex offenders.
Nine of the 10 have preyed on children.
"We are committed to tracking these dangerous criminals wherever they try to hide, be it in this state, another state or even another country," said Col. Mark F. Delaney, superintendent of the Massachusetts State Police.
The list - obtained by the Herald through public records requests - comes on the heels of an intensive state police sweep that located or jailed some 956 unregistered Bay State sex offenders this year. From June through August alone, troopers arrested 117 unregistered sex offenders statewide through "Operation Offender."
"I would sentence them to death," said West Boylston Police Chief Dennis Minnich, who's hoping Most Wanted serial perv Shayne M. Sampson will finally be hunted down.
"He's a monster," Minnich said of Sampson, who served 18 months in prison for indecent assault and battery on a child, and exposed himself to a West Boylston youth. "We need to go find him, pick him up and end it."
Also wanted is Jelani K. Baker, who cops say took pictures under women's skirts on the MBTA and was convicted in 2000 of indecent assault and battery on a child.
One of the most wanted pervs recently was captured as the list was being compiled: the state police fugitive squad hunted down rapist Edwardo Bueno, 34, in Portsmouth, Va.
Victim advocate Laurie Myers of the nonprofit Community Voices said that it's time for the courts to get serious about unregistered sex offenders by keeping them behind bars with stiffer sentences.
"They don't sentence them for an adequate amount of time in prison . . . and they give them what amounts to a slap on the wrist when they violate registration," Myers said.
Brockton Police Detective Mike Cesarini went all the way to Missoula, Mont., to capture Lovell - who has dressed up as Uncle Sam for tax firms here and out west - for failing to register as a sex offender in March 2007 - only to have him go on the lam again after a light sentence.
"It is frustrating," he said.
