If they are mechanically governed, all you need is two wrenches, 8mm and 10mm (to my recollection) Take off the big black box with the 10mm and you will see a wire that runs though that. Where it comes out of the box there is a nut, loosen that with the 8mm and pull the wire out, tighten.

A warning though, the carts are governed because the engines can't handle what they can actually do, fall apart and have many problems if ungoverned
