oh yea that will really happen (refund to the consumer) you will probably see a 23 cent credit on your bill for 6 months and that will only happen after a lawyer files a class action suit. The fact that only 100 or so of the 351 towns responded to this gives me an answer about what people think about it. The sad part is now most cops have to do details just to pay their bills.
