State takeover of Suffolk and other counties

The most frustrating thing about the takeover right now is the lack of difinitive answers to questions about such things as how pensions are going to be paid,and by who? Does the change affect those that have already retired? What happens when current CBAs expire? Does the Sheriff have to answer to anyone now that the State is taking over? I know from the limited literature that is out there that health insurance is going to be much more expensive. This is from just looking at the co-pays. Does anyone in any county that has already been taken over (Worcester County) have any info that may be helpful ?
