Off-duty police officer among Staten Island victims of Hurricane Sandy

    STATEN ISLAND, N.Y. – An off-duty police officer was killed in South Beach Monday night, apparently when he returned to his basement after rushing his family to his attic to protect them from the storm surge caused by Hurricane Sandy.
    The officer, Arthur Kasprzak, who was assigned to the NYPD's 1st Precinct in Manhattan, died when his Doty Avenue home began taking on water, according to emergency radio transmissions Monday night.
    Officials believe he was electrocuted when live wires touched the flood water, a law-enforcement source said.
    His body was discovered Tuesday morning because emergency officials were unable to access the basement safely.
    “All the downed wires were sparking electricity in the water,” the source said. “It was too dangerous.”
    Police radio transmissions from Monday night conveyed a scattered, incomplete picture of the frantic scene that became even more confusing after 8 p.m., when police received word of other officers in distress at the same time.
    At 8:06 p.m., one high-ranking officer announced Con Edison had shut down electricity to the area, meaning the police would no longer need to worry about live wires electrifying the water.
    “Everybody out of the water, K, on Doty Avenue! Everybody out of the water on Doty Ave.” a female dispatcher yelled at 8:09 p.m.
