a large portion of the cruisers out there have rubber flooring...it's an option from the factory. Has anyone done an R7 on the VIN? Would be interesting for the right person to check and then follow up with the owner...and yes as rhl said when you purchase these at auctions, part of the written agreement you sign is to paint over the original colors within 30 days of purchase...again when you open up the VIN listing from R7 it will tell the title/status dates and whatnot to see just how long the guy had had this...

I hope and pray that we are still able to allow trainees to earn the title "TROOPER" I hope the academy doesn't get watered down. I earned my way through New Braintree, which I may add was a winter class. Well, lets continue to pray that the academy nor the job doesn't change. Thanks Trooper!

If you look at the picture of the interior you can see that he has a Whelen Talon dash light in the front window. It's not included with the purchase of the vehicle so this retard is running around with a blue light and I somehow doubt he's got a permit.

Not only that, but if you look at all the pics on the E-Bay ad, you'll notice all the hack wiring......No way that was a MHQ installation.........Not only that, he claims in his ad that the big siren speaker on the front bumper is really loud and moves traffic real well, I wonder how he came to that conclusion.........

ive been pulled over about 13 times since ive had the car(7 1/2 months)..
And get this, each and every one of them told me different stories about my acessories...
everyone has hassled me about my car except for my local cops(sterling hts.)
the only thing they do is give me a wave when we pass, or complement me on how clean my car looks lol

Hey Frap, Have you seen the shit bird in the older CV complete with thin blue line sticker on the back window? I have seen it around your town as well as mine. Unfotunatly the owner also works the grave yard shift. Too bad its the grave yard shift at stop and shop

If it's the maroon one yes, it caught my eye heading over the line near the pike a while back. If not there are more than one invading our towns. My God that's the last thing we need , more fools.

Working mids at stop and shop is enough to reason to slap a thin blue line sticker on the window ? Has anyone given him an application to the FD? Would fit in on a few of the local ones for sure... ya think?

Hello All:

Story Time...

I'm brand new to this list. Reading this made me laugh as it still shows how stupid the "Commonwealth" is. Here's why:

Feb '00: I bought a 93 Ford CV MSP administrative cruiser from a used car dealer who buys 40+ state police cars every year at the State's vehicle auction up at ?Devens? - I think. The dealer bought the cruiser from the state, he put it in the WantAd up for sale. The cruiser was a flat-top (no light bar but lights on the dash & back window) and MSP 2-tone blue! Now to stupidity, the state surplus blames the MSP people for this, the cruiser was sold with:So I paid for the car, drove it home, registered it w/ a regular plate and oops - my registration says under Model: "POLICE". So I have a 1993 Ford Police Sedan blue. Great. So I go back to the registry and tell the supervisor of that and she says well it said police in the (box) before it has to stay. I was like ok. Anyhow, I start driving it around more & more (it's still MSP blue now) and one day I was accidentally speeding (truth) and I got pulled over of an MSP radar trap. The trooper asked what barracks I work out of. I tell him that I'm not a PO. He got irate wondering where I got this nice car and I said the MSP state vehicle auction. He gave me a hard time, wrote me up a ticket for the fullest amount and added on the listing "driving a MSP painted cruiser w/ out permission from the MSP" and said he would summonsed me to court to have to explain it. The next day driving by but on a different road, the same guy was around and saw me, he pulled me over as I was 6mph under the speed limit. He was irate again and demanded that I cannot drive it anymore and that he would repo it now. I told him I was going to file harassment charges and asked what Ch 90 violation he pulled me over for. He said I did nothing wrong and he wants to know where I stole it from. I said I bought it from a used car dealer and the State sold it this way. He didn't believe me so I wrote down the guys name I got it from. I told him I was leaving as it was an illegal mv stop and I was seeking a lawyer. He mumbled to himself and I took off.

The 3rd day I switched vehicles but let another co-worked of mine use it for a few days. He got pulled over 13 times in five days all asking where did this car come from? But he didn't get any citations.

Meanwhile I met w/ a lawyer and boy was someone going to get screwed to the wall. He called the State surplus director and asked for him to fax & mail over every paper on that cruiser and we threatened that the State surplus violated my rights as they were at fault for all my issues. Well, to our surprise that director stuck up for us and filed a complaint to the trooper's (the Major at his barracks) and told the trooper to back off as the State surplus dept sold that cruiser in good faith and all legitimacy of the MGL and the MSP would have to file new laws if they want something changed. Well that started a huge fight between the MSP and State surplus dept. My trooper guy was mailed every bit of paperwork on my legal MSP cruiser painted 2-tone MSP blue and that no one had any right to tell me I can't drive around it in that way. The trooper was so pissed beyond belief. So I continued to drive around w/ it still MSP blue for another 3 months, no trooper ever bothered me again. Then I get a phone call from a MSP friend saying I was on the "hit list" and to look out - I might get hurt.

Meantime, my lawyer did some extensive research and found out evidence on my side. He found out that the 2-tone MSP colors were not patented and no paperwork was on file w/ the US Goverment Patent Office in Wash, DC. So my lawyer sent some letters and got the paint codes and the paint manufacturing formula and got an US Govt Patent application in hand. Before we wanted to now claim ownership of the MSP paint scheme, he mailed out letters to the MSP Frmaingham and to State surplus advising them they could be in violation of a huge crisis and to negociate it out. Well, luckily it went WELL and the MSP Framingham top boss' decided to let it be and stopped fighting State surplus w/ issues on "sales of MSP cruisers". The US Govt paperwork was turned over to MSP Framingham so the State wouldn't be screwed of loosing its paint scheme. Who knows if they ever filed it in for ownership of it or not? That trooper then called me out of the blue and appologized to me for his actions and I ended up being nice in return and had the car painted white, and then finally took the prisoner cage out too! lol

And in the end, we still used the car until one day in Jan '01 our EMT employee stopped to help out at a huge car accident on a black ice day, and a speeding motorist lost control and smashed in the back of it totalling it. So it's life ended short.

The cruiser belonged to an administrative trooper who worked and comuted to Framingham barracks because it only had $30,545 miles on it (from new in '93 till '00). A MSP friend of mine had run into the guy who used to drive it and that's how I found out he rarely did patrol and was for commutting only.

So now that I saw this MSP cruiser - seems not much has changed since '00. Also ready for this, there is a MGL on the books regarding police vehicles sale, etc. I can't find it at my fingertips but another stupid law states that "anyone can purchase a former police vehicle and drive it the way it is!" BUT "however, if the person (or auto dealer) then decides to sell it, then that person (or dealer) MUST paint it one solid color (at his expense) and sell it once painted! What happened in my case is the State surplus Dept. (that auction day) did not have any buyers sign the "Understanding of MGL agreement" which is a legal binding document between the State surplus and the dealer buying the vehciles stating that now that you have bought this, you are hereby required that if you sell it, you WILL paint it. If not, then that buyer can & will be fined under the MGL for violation of not painting it. So, since the State didn't have the buyers sign that form, the law could not be applied! Which is why State surplus sided w/ my issue because the State could not enforce the MGL as they screwed up. Which is why the State wrote the trooper a letter on state letterhead saying I had every right to drive that car painted the way it was and is as it was sold "as is painted like that".

After all this I understand everyone's actions and but I agree the State shouldn't even be selling cruisers as is - painted MSP blue to begin with. The State should be responsible for the repainting BEFORE the auction.

Good story huh.. After all this headache, I recommend to never buy any cruiser still painted. My personal experience...

How many stories have you heard about people impersonating PO's? How would you like it if some shitbird stopped your mother/wife/sister in a fake police car and then assaulted them?

It sounds like all you were doing was busting balls. What did you expect back? I'm glad you eventually painted the car, but I hope you realize that most cops have a legitimate reason for doing what they do....and it has nothing to do with egos.

Thanks the negative coments. Since you guys are soo smart, tell me why it it is wrong for anyone (civilian or any public safety agency) to purchase MSP cruisers then? My personal opinion focuses on the the way they are sold - not who what other government entity wishes to buy them.

I'm on your side of the fence. I'm not happy what I went through and not proud of it. I only posted my story to show how easy it is for anyone to buy a cruiser (like that e-bay one) and be a yahoo.

MA State surplus needs to sell off the old ones to someone. I've gone to one auction looking for a SUV. If your're so angry at former MSP cars being out there - then go to the State vehicles auction and protest then.

Er, isnt there 1) a law saying the old MSP cars MUST be repainted BEFORE being sold at auction, and 2) they actualy have the buyer sign a waiver saying they must repaint before retitling? (Required within 7? days?).

I call his story complete BS! His lawyer would have found said laws within seconds, if he was worth his grain....

OK.. The MA General Law that I didn't have I just found..

CHAPTER 266. CRIMES AGAINST PROPERTY
Chapter 266: Section 92A Motor vehicles; sale in certain condition; written disclosure on bill of sale; penalty

Section 92A. Whoever sells a motor vehicle knowing that its engine or electrical parts have been submerged in water, or knowing that it has been used as a police car, a taxicab, a rental vehicle by a motor vehicle rental agency, or a leased vehicle which has been leased to any corporation, individual or entity, other than a motor vehicle rental company, without indicating such fact in writing on the bill of sale, and whoever, other than the commonwealth or any political subdivision thereof, sells any such police car to an ultimate user for other than police purposes without first having obliterated all evidence of distinctive police insignias or markings thereon, and painting the exterior of every marked state police vehicle thereof one solid color, shall be punished by a fine of not less than ten nor more than five hundred dollars.

Curious EMT & ALL: Read the underlined part. MGL states that everyone (other than the Commonwealth and its political subdivisons) has to obliterate all markings and paint one solid color. SO Curious EMT -your wrong and I was correct. The state would have to pay for the repainting costs so the Commonwealth is exempt from repainting nothing! I went to the last auction in April '05 and MSP vehicles were all MSP blue. Whomever else (like the dealer who just bought it) is responsible for repainting the cruiser. This is what I was telling you all. The state sells the cars painted as is. If the dealer buys it, keeps it & registers it - under this MGL he's not selling it so it doesn't apply; he can drive around all day long. Now if he sells it to anyone, then the law states he (the dealer) is responsible for the costs of repainting it.

This is the same MGL law back to what I said in 2000. They haven't changed it.

I also remember that this KING of the wackers once stopped and offered to back up an officer on a stop. That did not go over to well with the officer.

What exactly are the criteria to get "Disaster Vehicle" plates? I've only seen them on Red Cross vehicles until now.

I hope you guys in Central Mass will take appropriate action the next time you see them running code to a road race or bike run. Two words come to mind: IMMEDIATE THREAT.

How did King Whacker get red light permits? I could be off base, but doesn't the Fire Chief have to issue a letter to the registry? Something has to be done about these freaks, because that is just exactly what these guys are, freaks. I guess as long as none of the local departments are willing to "entertain" these freaks, then eventually they'll realize that they are nobody, with no power, no life, and wasted a lot of money on light bars and sirens.

RP, maybe it was a little too much PS2... In Vice City and San Andreas you can steal police cars and fire trucks, then go around stopping crime and putting out fires. Next, Mr. Whacker will be car jacking people and doing drive-by's.

I went on the cmpsa website and only have one question, what the hell do they exactly do ?

Also, when I clicked on the link to the pictures of the old "ER1", I remember always seeing it parked in the mall thats across the Natick Mall, in front of the X-mas Tree Shops and saying who the hell are they. In the picture of their new ski-doo, oh excuse me, "Watercraft 1" ( ER 1, Watercraft 1 ? Do they think they're the "Thunderbirds" or something ???) it has a picture of the "Chief". I tell ya' he instills a lot of confidance in me .

Back in the May/June time frame I was traveling on 95N back to Hanscom in my personal vehicle. I was in the far left lane and I passed that red Taurus at a pretty good speed (sorry troopers). I didn't even give it a second look. About a mile further down the road I looked in my rear view mirror and he was so far up my ass I couldn't even see his front end. I could see him with the radio mic in his hand talking on it. I kept with my speed for about another mile and I think that irritated him because he hit the Yelp for only a second. So I merged into the middle lane. I figured he might need to get some where, but not urgent enough to run code (I thought he was a fire chief at first). When he passed me I saw the public safety markings and then I thought some sort of campus cop, but why red lights?. Then the jerk pulled into the middle lane in front of me and slowed down. At this point I took a good look at this tags, and realized what they where even with the U.S. flag over it because the Hanscom Civil Air Patrol has Search and Rescue cruisers have them. I merged back into the left lane to pass him and what do you know the jerk put on his right turn signal and cuts out in front of me. So I went back into the middle lane and guess what he fallows me. At this point I was getting really pissed off. Then out of no where a black unmarked MBTA Expedition past me on the right and squeezed in between the two of us. I pulled back into the left lane and past him with no problem. Guess who wasn't playing cat and mouse anymore. You got it the red Taurus.

Mr. Reno was assigned "Emergency Response 3 (ER3)" performing public safety patrol around the bike route - which travels through four towns (Sturbridge, Brimfield, Warren & Brookfield).

Ok, now I'm confused. Well, no wait..... I was alway confused. Now I'm more confused. So the Crown Vic ER3 is a personal vehicle. How did he get a red/blue light permit for that? ER1 the Explorer has only Blue lights in the rear. I've seen the permits for CAP. Lights must be red up front with majority red in the rear but are allowed blue complimenting lights.

And for the group photo who are the guys in orange, Auxiliaries or some sort of undercover task force? It's obvious that the one in the green jacket and Police hat is a actually Police officer that volunteers his off time to work with this squared away group. And finally the 2 guys in dark blue shirts and the guy in the white shirt. They must be the self designated brass. The reason why theses guys are so popular and high speed. Hooah!....... Lead by example.

This is getting more and more painful..

I just want to let the folks at this prestigious organization that one of these days they are going to pass themselves off to the wrong person and get themselves into a world of hurt...Playing chicken on the highway can end in lots of bad things, wearing a police hat and traffic coat into a seven eleven while a robbery is going down also promises to have terrible consequences...You do not have the knowledge nor the sworn power to enforce laws any more than any other civilian. It is very dangerous and shows me that some of you may have deep seated mental problems that might make it more dangerous than that. If you interject yourselves into things you are not qualified nor prepared to deal with you will be doing more harm than good....Are there bed wetters in your ranks? Were you all beat up and pushed around by the other kids?..Its Ok we understand...We are here for you and we will help you.

Please let us help you get to the bottom of your issues so you can get on with being normal productive members of society and you can stop buying all these things that you will never have any use for...Come on now, we know you are out there, open up to us and tell us what has driven you to this...

As mentioned before besides a cab why would anyone want an ex-cruiser besides the use of a cab or for maybe a bonafide auxillary or campus police department? Point being one would have to be a dumb ass to drive an ex MSP cruiser on the road? If he had half a brain he would have had it towed back to CMPSA World HQ or a Body shop and atleast have the thing painted over to one color so it wouldn't look like an MSP cruiser.

All I have to say is wow, this is better then the Selectmen's Meeting.

What sickens me the most is that our department has been trying for years to get the authority to use blue lights (you know, Police Officers, with Blue Lights....go figure) while "citizens" like these run around all sparked out free as you please.

Want to do search and rescue? Bless you, but leave the friggin trucks at home till your called. You don't need to "patrol" and "assess the situation".

I love the Salvation Army and what they do, but I would feel the same way if their canteen truck with the disaster plates started "patroling" around the state.

Well I just got home from Day 1 at the CMSPA. It was rough. The classroom portion of the academy is a real killer. Today, mind you this Day 1, we were taught (and expected) to not get our DNA all over the front seat of our cruiser upon pulling up to an accident scene. They drilled into our heads that other public safety officers use the cruisers after us. Tough stuff, or as our motto goes: "who needs the SPA, when you got the CMSPA."

Unbelievable options they have for selection...I wonder what the differences are?
I don't know about you guys but If the shit was hitting the fan those options are clearly far too ambiguous for quick decision making, maybe they should streamline them a little..Lets say

OPTION 1 you get nerds in orange without a clue.
OPTION 2 you get nerds who are in the way.
OPTION 3 you get nerds passing themselves off as cops and fireman.
OPTION 4 you get nerds talking to eachother on a set of radios and nobody cares.
OPTION 5 you get nerds with sticky car seats and lots of Kleenex in their pockets.
OPTION 6 you get a nerd with a camera taking pictures of themselves to use while making the car seats sticky and use the Kleenex.
OPTION 7 you get the creepiest nerd of the day so you can get his picture into an array for an ID in a farm animal abduction case you are working.

Might be a little easier during the big one...ROCK ON CMPSA!!!

At approximately 2330 on this date, I observed an older model black Ford F150 parked in the rear section of the State Street Lot. I then observed a white male subject standing near the passenger side window talking on a cell phone. The male party stated that he had accidentally locked himself out of the vehicle and may require a “jump start” due to a malfunctioning battery.

I immediately contacted Dispatch and requested a full response from the Central Massachusetts Public Safety Association (CMPSA). At approximately 2350 hours, CMPSA Emergency Response 2 (ER2) arrived on scene and immediately evaluated the situation. ER2 requested Emergency Response 1 (ER1) respond with the Operations Command Unit. Once on scene, ER1 established command and requested Emergency Response 3 (ER3) divert and handle any "internal event" emergencies, including medical calls. It should be noted that while patrolling the area, ER3 encouraged motor vehicle traffic to slow down.

After several hours command was terminated due to numerous unsuccessful attempts to gain entry to the above stated vehicle. During the incident all members of the CMPSA acted like true professionals and I was extremely proud to have done my small part to assist.

Disaster vehicles are regulated by 90-7i. CMPSA is a registered non-profit orginazation, and in its articles filed with the secretary of state, describe its functions.

Type in the president of CMPSA, Michael Baril and search. He comes up under a few corporations. Select CMPSA, scroll down, and view "All Filings", then read the amended articles.

And under the pic below they had this caption. This cruiser was a deal at the Commonwealth of Massachusetts state vehicles auction they hold once a year. A 1993 cruiser w/ only 36,000 original miles. The MA State Trooper who drove this luckily worked doing administrative work and only used it mostly to & from commuting to work. The vehicle came off the auction block complete w/ MA State Police paint job, working wig wags, prisoner cage (as you can see), working spot light, Rhino Guard push bumper, amber fog lights and the original 800MHz radio system antenna (mounted on trunk). On a final note, imagine driving this around central MA, after you just bought it, and tally up the number of MA state troopers that wave to you on a daily basis.


Even after they repainted the cruiser all of the equipment remained (including the cage).
