ESSENTIAL FUNCTIONS include (but are not limited to): Tactical analysis – Develops the capability to internally identify emergent crime patterns and series. Analyzes these tactical activities and contributes to intervention efforts, as well as supporting the investigative functions of the Lakewood PD. Strategic analysis – Develops the capability to internally measure and forecast long-term public safety related activity, as well as the capability of analyzing this activity for the purpose of contributing to problem solving, intervention, and reduction efforts. Operational analysis – Develops the capability to support specific police activities by providing information and analysis to which Police Agents, Sergeants and Commanders have no other access and provides decision-supporting intelligence and information which improves police awareness and judgment in a timely and reliable manner. Administrative analysis – Develops the capability to support general police activities by providing information and analysis on police resources and on police actions and their consequences, including manpower and resource allocation, redistricting, and requests of a political nature. Researches, compiles, analyzes and interprets statistical data from a variety of sources; offense and arrest reports, census reports, etc. Uses quantitative and qualitative methodology. Provides forecasts and interpretations of future crime statistics. Identifies and recommends methods to develop agency tactics, strategies, and long-range plans for crime control and prevention. Provide training to department personnel on the practice and purpose of Crime Analysis and presents information to the department, City Council and public forums. Develops and maintains programs which will collect, collate, analyze and disseminate crime activity data, including frequency, geographic factors, victims, targets, suspect descriptors, chronological information, suspect vehicle descriptions, modus operandi factors, potential and actual police hazards, and physical evidence information. Also uses computer databases, electronic spreadsheets, desktop publishing, word processing, and statistical applications to manipulate, analyze and present data. Develops computer and GIS application programs; plans and integrates efforts with City GIS. Performs complex coordinate geometry equations during the editing, manipulation and adjustment of map data. Keeps Police Department personnel informed of potential and actual hazards, crime statistics, patterns, etc. Provides information and maintains liaison among police agencies and other City personnel and the public regarding crime and criminal activities. Responds to requests for service. Provides consultation services to police and City personnel. Provides crime analysis training and presentations to police and City personnel, and outside groups.
REQUIREMENTS Include: Bachelor’s degree in business, public information, law enforcement or other appropriate field is a minimum requirement. At least one year of experience in law enforcement with some administrative background. Two years of progressively responsible strategic and administrative crime analysis or social services research experience is required. Certified Crime and Intelligence Analyst is preferred. Must have valid driver’s license and good motor vehicle record. Also requires: Knowledge of law enforcement operations and procedures; knowledge of computer data systems, statistical analysis, and mapping software programs. Must have ability to present facts and render opinions to all levels of a public safety organization. Ability to lead work teams, manage projects as assigned, and develop new programs for public safety benefit. Team facilitation skills required. Ability to speak in front of large audiences and convey complex concepts and theories clearly and in a credible manner. Knowledge of principles of statistics and quantitative analysis, qualitative analysis, demographic and social variables affecting public safety. Ability to identify and organize data for analytical purposes and present data in detailed statistical reports or other methods. Ability to compile and analyze data and prepare sound recommendations. Ability to handle routine exposure to crime scene details involving graphic content, photographs, and evidence. Ability to establish and maintain effective working relationships and to work with and display sensitivity towards diverse groups of people. Ability to work in a collaborative manner with public safety personnel. Ability to schedule work for timely completion. Excellent interpersonal skills. Team player & ability to work independently. Ability to exercise good judgment at all times. Professional credibility and integrity. Sound understanding of mapping processes and demonstrated ability to operate ESRI’s Geographic Information Systems technology or another GIS software application. Knowledge of cartographic and geographic principles required. Principles and practices of professional and technical writing. Excellent English usage, spelling, grammar and punctuation. Ability to successfully complete a computerized voice stress analysis, psychological examination, background investigation and reference checks.
