State worker faces jail for alleged role in inmate escape

A state Department of Revenue worker pleaded not guilty yesterday to charges she helped a dangerous prisoner escape from two deputies and duck into a getaway car in Salem
Joann Santos, 30, a child support enforcement specialist for the department, along with Yessenia Silva, 26, both of Lawrence, are accused of aiding Miguel Caraballo in a brazen daylight escape, prosecutors said.
If convicted of the charges, the women face a maximum of 12 years in prison. Both were being held yesterday on $100,000 cash bail, pending a July 25 pretrial hearing.
Santos, who was also known as Joann Aguila and had worked at the DOR since March 30, was immediately put on unpaid administrative leave, pending the outcome of the investigation, said S.J. Port, a department spokeswoman.
Both women allegedly made phone calls to help plan Caraballo’s escape from Salem Superior Court to a waiting car on Wednesday, said Steve O’Connell, spokesman for the Essex County District Attorney’s Office.
Investigators began recording the women’s calls and were able to trace Caraballo to a Dracut home, where he was captured shortly before 11 p.m. Thursday after a brief foot chase, said Paul Fleming, an Essex County Sheriff’s Department spokesman.
Yesterday, Caraballo, 37, of Lawrence pleaded not guilty to escape from a court and was ordered held on $1 million cash bail.
He also faces charges of home invasion, kidnapping, assault and battery with a dangerous weapon, larceny of a motor vehicle and larceny over $250 in connection with a Dec. 21, 2007, home invasion in Haverhill, prosecutors said.
Caraballo’s escape came four months after a co-defendant allegedly stole an ambulance and led police on a chase down Route 1A.
