Stoughton selectmen appoint new acting police chief

STOUGHTON —
Executive Police Officer Thomas Murphy was appointed by selectmen on Tuesday night as acting police chief to replace Christopher Ciampa, who is retiring on July 1.
Selectmen Chairman John Kowalczyk introduced Murphy to the community and kidded him about not coming in full uniform. Instead he chose to wear a shirt and tie.
“I had this planned to pin your new brass on your uniform, but Tom’s a maverick,” Kowalczyk said.
Kowalczyk complimented Ciampa on his job during the last three years as acting chief and pointed out his appointment came at a complex time. Yet, he said, Ciampa was able to still maintain the department successfully and the community should be proud of his work with the officers and community.
“Chris took over a difficult job at a difficult time,” Kowalczyk said.
Murphy said he was not a maverick, but would honor the police chief’s office and Ciampa by not donning a uniform until it was appropriate.
“I’ve very honored to follow in the footsteps of the chiefs before me,” Murphy said. “Chris still has some days remaining as chief, so I will not put on a uniform as chief for another week to honor my friend.”
In the position of acting chief, his salary will be $87,000. Previously Murphy was assigned to the specialist position of executive officer for the past three years and has assisted Ciampa with the overall operation, administration and supervision of the department, Kowalczyk said.
His work with the department spans 20 years, including 11 years as sergeant.
In May, the board voted unanimously to appoint Murphy as a result of the impending retirement of Ciampa.
Ciampa, 49, became acting chief following the indictment of Police Chief Manuel J. Cachopa on charges of corruption in March 2005. His trial date in Norfolk Superior Court in Dedham has not been set. He has been on paid administrative leave with full salary of $139,000 since his indictment.
Cachopa is a co-defendant with former Stoughton Police Sgt. David M. Cohen, who was found guilty by a jury in Norfolk Superior Court in July 2007 on four counts of corruption, including attempted extortion. He is currently serving a 21/2-year sentence in a state prison. Another co-defendant, Patrolman Robert E. Letendre, was found not guilty on two counts of corruption and has been reinstated to his position.
“We never considered (Chris’) retirement,” Kowalczyk said. “We never thought we would have to do this again. It’s unconscionable that this has gone on for so long.”
