Civil Circus Confusion

Hey just a quick question for you guys who already work here in MA. Im employed now in another state and have been for the past 2 years. Just signed the book for civil circus after getting a card in the mail. Card said they were hiring 2 but with the rules of 3 interviews for every 1 position does anyone know if its straight 3 for every 1 position or can they go beyond that and interview more than 3?

You very rarely get an interview anyway, I have signed for 2 spots while sitting at number 3 and not been interviewed, as well as signed for 1 spot while sitting at number 2 and not been interviewed so they don't really follow any rules.
