Hit-And-Run Video Shows Callousness Of Bystanders

HARTFORD, Conn. (AP) ― Hartford Police Chief Daryl Roberts says a surveillance tape of a hit-and-run accident shows a callousness that has pervaded the capital city.

The tape shows 78-year-old Angel Arce Torres being hit by a car on Park Street last week. The car appeared to be chasing another vehicle, and both sped away down a side street after the incident.

But what really has appalled Hartford officials is that the tape shows numerous cars and pedestrians passing by Torres as he lies motionless in the street. Police only found out what happened when they were driving near the scene responding to an unrelated call.

Authorities say Torres is now paralyzed. He's being treated at Hartford Hospital.

Police released the videotape this week with the hope that someone will come forward and identify the drivers of the two cars. Police are asking anyone with information to call them.

Roberts says the tape shows how people have no regard for each other these days. He also cites several recent incidents in the city, including the mugging of 71-year-old former Deputy Mayor Nicholas Carbone and the discovery of the body of a man in his family's foreclosed home.

I got hit on my motorcycle at the 122 intersection in front of the Holden Barracks about 8 years ago. I was in the middle of the lane folded around my bike, and cars were squeezing by me. I didn't know who to go postal on first. Them, or the driver (23 year old guy with a LEARNERS PERMIT driving his g/f car).

People suck.

I had heard of this in college regarding some mugging in New York that ended in murder, but I don't even know if the case was real.

I was at a restaurant waiting for my wife and kids JAP, I saw that on NESN and and my jaw hit the f'ing bar...

I cant believe 1. anybody could do that to an elderly person and keep going, and 2. people could be so damn spineless, uninterested and weak to go about their business after witnessing something so grotesquely heinous.

It happened in the mid 70's if I remember correctly. She was screaming for help as she was beaten to death....mo one even called the cops.

Yeah this case is reprehensible. Not only for the drivers but the waste of space people on the side just staring at the dude.

They're saying the VW was chasing another vehicle...either way...empathy is an emotion not too many people know anymore.

Sickening, the invertebrate's on the side are looking at him like he is a not dead yet road kill or something. How could they live with yourself if that man got run over again while out in the middle of the road.

"Helping is believed to be inhibited by three primary psychological processes engaged by the presence of others:I saw a guy get smacked by a car in front of city hall in NYC a few years back, ran to the payphone right in front of me to call 911. Four people beat me to it and another group was in the street keeping trafic off him and seeing what they could do to help until the EMTs got there. I guess we were all socialy inept.

From the stories I have been reading not only did no one go to his aid but nobody even bothered to phone 911 in over 1.5 minutes before a police car happened upon the incident. The total lack of care for fellow human beings exhibited by some segments of our society is one reason I'm not surprised people do not come forward to help police with crime in many neighborhoods. It's not that they are scared, It's just that they could give a S**t about what happens to anybody but themselves.

I must stand corrected. Reports I read yesterday indicated the accident was discovered 1.5 minutes after it happened by a police car responding to another call. The media said nobody phoned 911 prior to the police arrival. This morning Channel 7 played two 911 callers, one male and one female, reporting the accident. At least Hartford has two concerned citizens who have enough care for fellow humans to phone for help. I apologize to those two and to readers for the misinformation.
