Town Voters Okay Billerica Dispatch Contract

BILLERICA -- Town Meeting kicked off last night with the body approving the expenditure of $32,720 from the Police Department's fiscal year 2008 budget to fund this year's portion of the three-year contract for the dispatchers' union.
The cost in fiscal year 2009 will be $38,818, which is included in the Police Department's proposed budget.
Police Chief Dan Rosa explained that the new contract includes an 8 1/2 percent increase over the life of the contract, which expires June 30, 2009.
It also includes, for the first time, random, reasonable-suspicion and post-incident drug testing.
Changes from the previous contract include capping the amount of sick days an employee can accumulate, which was previously unlimited, to 180 days.
Additionally, current employees are limited to 70 sick days that they can sell back upon retirement, with new employees (hired after March 1, 200 now eligible to sick-time buyback of 50 percent of 140 days.
Despite the reduction in sick-day buyback, several Town Meeting representatives railed against the continuation of including any sick-day buyback in contracts, a longtime pet peeve of many representatives.
Rosa said that under the new arrangement, a dispatcher would have to put in 10 years of service, not taking any sick days, in order to qualify for full buyback benefits.
He said the concessions won in the contract are "clearly a win for management."
