Clinton Fish and Game take its shots before board

Protesters holding “No Gun Range” signs greeted the Lancaster Board of Appeals at the entrance of the Clinton rifle range yesterday morning.

William F. Connolly Jr., spokesman for the Clinton Fish and Game Association, had set up a demonstration of firearms at the request of the board at its last public hearing in March.

The board asked that a variety of firearms, including pistols, rifles, semiautomatic and automatic weapons, be fired so board members could experience the noise levels that neighbors have complained about.

The fish and game association is applying for a special permit for “other active, outdoor, recreational facilities in a predominantly natural setting” on the 15-acre Brandli parcel, which is in Lancaster on the Clinton-Sterling line.

Clinton, owner of the property, granted a lease to the fish and game association last year and signed the application for the special permit.

In June, the Lancaster building inspector issued a cease-and-desist order on shooting at the range. The association’s appeal of the order was denied by the board of appeals, whereupon the association filed suit with Worcester Land Court.

The appeals board determined that the use of the range had been discontinued when Clinton leased the property to the South Meadow Association for passive recreational use in the early 2000s.

Land Court Judge Alexander Sands III told the association to try to resolve the matter with Lancaster, which resulted in the application currently before the board.

The board convened the public hearing yesterday at the rifle range. Board member Francis Sullivan was stationed there to observe and coordinate the shooting of the firearms.

The rest of the board left the range and gathered as a group in two areas on South Meadow Road and Beach Point Road to listen. No measuring devices were used.

The traveling board members kept in touch with Mr. Sullivan by cell phone, asking which firearms had just been used and if the use of certain weapons could be repeated. The association said at the last public hearing it would not restrict the kinds of weapons fired at the range.

The application is asking for shooting at the rifle range from dawn to dusk, seven days a week, but the association said it would negotiate hours of operation with the board.

Gloria J. Dow of Lancaster has lived in the neighborhood abutting the rifle range for 32 years.

“I am opposed to their shooting from sunrise to sundown. Years ago, you could hear the shooting, but it was not annoying.

“Now, if we are having a picnic in the backyard, you can’t hear people talking. I think it is because of the kind of guns they are using, the cutting of trees.

“It’s gone from something you could put up with to a horrendous noise. I can’t hear my television even with the sliding doors shut,” said Ms. Dow.

Robert E. Dulmaine of Lancaster was the official observer for the gun protesters. He has lived in the neighborhood for 22 years and said the shooting was “constant, loud and long-lived” before the cease-and-desist order.

“I used to have a night job and they were shooting at 6:30 in the morning, any day of the week. It sounded exactly like Afghanistan and Iraq on TV. Somebody was even firing an AK-47 there, which has a very distinctive sound, which they didn’t shoot today,” said Mr. Dulmaine.

Three generations of Connolly men were at the demonstration: Mr. Connolly; his three sons, ages 13 to 17, and his 80-year-old father, Bill Sr. Seven other members of the association were also there.

The group brought pistols, automatic weapons, a 50-caliber black powder rifle, M-16s, a tommy gun, an M3 grease gun of World War II vintage, other sub-machine guns, carbines and a variety of pistols.

“I thought it was a fair demonstration and I think we covered all the bases, running the gamut of firearms and noise.

“We don’t shoot 1,000 rounds an hour, as was said (at the hearing). It takes time to load, and you have to stop, check your target and then reload. I have never been on the line with six shooters at one time like we did today, but people do come and go. This is a plinking range,” said Mr. Connolly.

When asked if the association would have an “open public range,” Mr. Connolly said shooters would have to have written permission from the association, be properly licensed for firearms, pass a safety training course and be able to demonstrate their abilities to the association at its indoor range.

The board continued the public hearing until April 24 and withheld any comment until the next meeting.

This whole thing is such BS. I know this area and can tell you that most of the complainers own homes right on the water. It's one town telling another town how to run things. Whaahhhh, it would've been fun to shoot that grease gun though.

These NIMBY a-holes really infuriate me; the exact same types of people who buy homes in East Boston, then complain about the airplane noise.

I guess he watched Clint EAstwood in the movies cause Im doubting he knows what hes talking about.

Somebody recently bought a home next to the Newport Rifle Club (outdoor range) down here in RI. It's the oldest gun club in America. The new neighbor is now trying to get it shut down because it's noisy and dangerous. People never cease to amaze me.
