LTC process and out of state sidearm purchase or gift.

As a Vermonter, license to carry is kind of an alien concept to me but since one of my kids is now living and working in MA, I have what will probably turn out to be a complex question that maybe will require a more complex answer. Thanks in advance for any help you all can provide. The issue is that I want to give my kid a sidearm commemorating Army commisioning and FTNG service with a MA MP unit. Now, assuming a LTC is granted (which from other threads in these forums is maybe not such a good assumption, comments on this please) is it legal for me to 'gift' a handgun (probably a Berreta M9 civilian model to approximate current Army official issue)? If yes, how do I do it? BTW: I don't believe carrying during performance of duty is an issue (i.e. no need to carry on the job). It's more an issue of simple ownership and the ability to get some practice in at a range on some regular basis with the weapon that one would expect a reasonable level of profiency to be maintained.

I'm sorry to hear that you lost a child to the foolishness we call Massachusetts. When your kid moved to Massachusetts he relinquished a number of rights that (s)he enjoyed in Vermont. One of those was the transformation of the Second Amendment from a guarantee of rights to a suggestion made a couple hundred years ago by a bunch of wild-haired radicals. We have such an assortment of nannies, idiots, and lowest-common-denominator coddler's around here that I wouldn't hold your breath waiting for fundamental liberties to return any time soon. Unless of course you're unemployed, an illegal, or a felon. In that case we're here to help you.

I won't get into the intricacies of getting a Mass LTC; all I'll say is some places it's harder than others, some towns it's damn near impossible.

The gun needs to be "Mass Compliant" from the AG's Mystery List and would need to be transferred to him via a Mass FFL. "Compliance" involves a manufacturer submitting to a bizarre series of "safety" tests to ensure that if you were to drop your gun down an elevator shaft in a coal mine onto a swarm of endangered salamanders on a piece of shale no less than 8.665 centimeters thick it won't go into full auto mode, load itself with .50 cal beltfed AP rounds and destroy an old-growth forest.

My advice? Check with GOAL (don't have their website address here but Google is your friend. If that doesn't answer your question try going to www.northeastshooters.com. If a search there doesn't have what you're looking for odds are you will get a much more reliable answer than you may find here.

It looks like the Beretta 92FS, the closest civilian model equivalent to the M9 is on the approved roster. So it would be possible to purchase a Beretta in Vermont and transfer it to a dealer in Mass to give to your son as a gift. He would, of course, first have to possess a Class A LTC, because it is a high-capacity pistol, and you could not give him any 15-round magazines with it (don't ask, its a long answer).
