What is the average ratio of Police Officer to Civilian?

Posted by: lt.drebbin

Im not sure what the actual ratio is in massachusetts. I have heard that it was detremined through studies that a department should have two officers for every thousand residents.

Yeah I believe it normally (based on studies) averages around 500 residents to one Police Officer. But of course that does vary town by town.

From the 2002 Uniform Crime Report
The average New England PD has 2.2 Officers per 1000.
It is also broken down by population groups.
populations of 250,000 + = 3.6 per 1000
100,000-249,999 = 2.9
50,000 - 99,000 = 2.1
25,000- 49,000 = 1.8
10,000- 24,999 = 1.9
under 10,000 = 1.9

My Department is at 1 per 1000 with a population group of 10,000- 24,999
I don't know of too many departments in Massachusetts that are even close to the New England Average.

Central Mass varies quite a bit - anywhere between 1.4 to 2.2 / thousand residents. I just did a survey on this very topic last fall...I compared towns with between 40-50 index crimes reported. If anyone is interested in the results shoot me an e-mail.

You can find a lot here:

It's not entirely up-to-date but police force sizes and populations haven't changed drastically over the last few years.
