Easton police break up drug ring at mobile home park

Seven people face drug charges as authorities raid the Easton Mobile Home Park on Route 138

EASTON —
Police have broken up a drug ring centered in the Easton Mobile Home Park on Route 138 and arrested seven people on charges of dealing and possessing cocaine and other drugs.
Lisa A. Regan, 44, of 305 Turnpike St., Unit 1B, an unemployed licensed practical nurse, is accused of operating the ring from her mobile home since shortly after moving there last June, according to police.
Regan was held without bail at the New Bedford House of Correction pending a dangerousness hearing on Tuesday in Taunton District Court.
Police said the arrests followed a six-month investigation in which they worked with the Northern Bristol County Task Force, the federal Bureau of Alcohol, Tobacco and Firearms and the federal Drug Enforcement Administration.
During that period, undercover officers were able to make 15 buys of cocaine, crack cocaine, Percocet, Valium, Oxycodone and Suboxone, which is used to treat drug dependence, police said.
The investigation began in late September after Easton police received a tip that Regan was dealing cocaine from her home, which is blue and surrounded by bushes. Surveillance revealed a “high level of traffic” around her home, Easton Police Sgt. John P. Lynn said.
Police said an undercover agent was able to buy a handgun from Regan for $200 in September. When he then expressed interest in buying drugs, Regan pulled a rock of crack cocaine from a jar in her room and sold it to him, police said.
Lynn said that while heroin and OxyContin are more common on the street today, the arrests show that crack cocaine is “still out there” among users and dealers.
Police used a warrant to arrest Regan at her home at 1:30 p.m. Thursday. She was charged with improper sale of a firearm, carrying a firearm without a license and conspiracy to violate the drug laws.
Lynn said police returned to the mobile home at 8 p.m. Thursday with a search warrant. The search yielded “items of interest to police,” Lynn said.
Also arrested were Regan’s boyfriend, Colin P. Chaponis, 45, of 145 Center St., Plympton, charged with drug distribution and conspiracy, and David P. Ellis, 48, of 14 Beal Road, Bridgewater, charged with possession of cocaine and conspiracy to violate the drug laws.
Chaponis, who according to his file in Taunton District Court has a lengthy criminal record, including time served in jail, was held on $7,500 cash bail.
Laurie A. Blackden, 37, formerly of Raynham and Bridgewater and now living with Regan, was also arrested at the mobile home on outstanding warrants for larceny. She was found to be in violation of her probation and held without bail.
As police arrived at Regan’s home to make the arrests, Dwayne A. Lopes, 45, of Taunton, pulled up in a car. When questioned, he said he had come to buy pills, police said. Lopes was charged with conspiracy and unlicensed operation of a motor vehicle.
Also in connection with the case, Debra Phillips, 48, of 12 Partridge Circle, Brockton, was arrested while at work in Brockton and charged with distribution of crack cocaine, distribution of Oxycodon and Percocet, and conspiracy.
Police said Phillips sold drugs once to an undercover police officer and once to a federal DEA agent.
Edward Medeiros of 25 Lincoln St., Cambridge, Regan’s brother, was arrested in Cambridge and charged with distribution of crack cocaine and conspiracy after selling to an undercover officer. His bail was set at $5,000.
