Officers to transfer from Hull, Avon; more hires expected

RANDOLPH —
At least two, and possibly three, officers will join the police department next month.
Selectmen Monday night appointed two police officers: James Sutherland, a six-year veteran of the Hull Police Department who is a former member of the Randolph Auxiliary Police, and Craig Staffier, a four-year Avon police officer who had been call firefighter in that town. Both men had worked as civilian dispatchers for public safety departments.
“We think they’re excellent officers,” said Police Detective Lt. Arthur Sullivan, who conducted the background checks on both new officers.
Both officers will join the department April 20.
Police Chief Paul Porter said he has started a background check on a third officer seeking a lateral transfer.
If the checks are positive, he hopes to present the applicant to the board at its next meeting April 7.
The appointments of Sutherland and Staffier bring the department to 49 officers, four fewer than staffing allowed in the current town budget.
Porter had hoped to fill those positions in the next couple of weeks, so that the new officers could be part of the first class in a regional police training academy scheduled to open in Randolph.
The opening of the academy has been delayed until July or August, since other police chiefs are awaiting budget decisions and override votes before hiring police officers, said Porter, who is a member of the state’s municipal police training council.
Question 2 on Tuesday’s town election ballot seeks a $411,322 Proposition 2½ tax-limit override, which would allow the police department to hire six police officers.
Porter said one skill he is seeking in candidates is the ability to speak more than one language.
In a related matter, the board voted unanimously to promote Anthony Marag, a 12-year Randolph police veteran, to the rank of sergeant. The other candidates for the job were Patrol Officers James Hayward and Scott Sherman.
Now one of the department’s school resource officers, Marag will most likely be assigned as a night shift supervisor in the detective bureau, the chief said. Among the duties of the job will be supervising the department’s youth violence and street crimes unit, which Porter plans to reactivate within a month.
