Police armor stolen from Brockton school, recovered

BROCKTON —
School police officer Janet Frizzell has her bullet-proof vest back after it was stolen from the B.B. Russell School, but who took it and why it wasn’t identified as evidence when found remains unclear.
The $1,200 vest was recovered by police when they arrested six youths in an abandoned house on Oakland Place Saturday. It was turned over to school police, but not mentioned in a report of the incident.
Typically, it would have been turned in as evidence and logged, according to city police Lt. John Crowley, chief of detectives. Police Chief William Conlon was out of town and unable to comment.
Perhaps the officer didn’t know the vest had been stolen, Crowley said. The school police reported the break at the B.B. Russell School on March 14, but that report never reached city police.
“I just think an error was made in trying to enter the report in the computer,” Crowley said Thursday.
Frizzell was in the news recently when it was disclosed she had been improperly working for three years on the school police force under the direct supervision of her husband, fellow school police officer Theodore Hancock.
Frizzell was reassigned to the B.B. Russell School, where she answers to school officer Steve O’Malley and Principal Mark St. Louis, according to the school department.
Her vest was among several items taken in the break, according to a report filed with the School Department by Frizzell.
Police have been watching the vacant Oakland Place house at the request of neighbors. When they checked the house at 5:45 p.m. Saturday, officer Robert Smith found six youths inside. They were all arrested and charged with breaking and entering.
But there was no mention of the stolen vest in a report until The Enterprise inquired this week — after the request, Crowley asked for a supplemental report on the incident.
In that report, Sgt. Timothy Stanton said Smith was unable to determine who had the vest.
“After recovery of the vest, it was determined that the vest had been stolen from Brockton school police (ofc. Frizzell),” Stanton wrote in the supplemental report. “The ballistic vest was returned to Brockton school police via ofc. S. O’Malley.”
Frizzell and O’Malley did not return calls on Thursday.
Frizzell and Hancock are among 12 school police officers.
Hancock, who joined the department in 1986, earns $55,930. Frizzell joined the force in 2002 and earns $44,900.
Frizzell reported the break at the school at 7:25 a.m. on March 15. The Enterprise obtained a copy of a School Department report on that break late Thursday. Frizzell reported a window had been broken to enter the building, and various items were stolen. A school department spokesperson said the vest was “locked in (Frizzell’s) desk.”
The Second Chance vest is purchased by the school. It was the only item recovered, police said.

OK, for those unfamiliar, the BB Russell holds the Phoenix program - where they send the kids that get expelled, usually for violent behavior, possession of weapons, etc......

Ahhh.....even more reason for it to be on your body no???....provide you protection PLUS not make accessible to gun toting violent kids????

Anyone interested in poll on whether your PD issues body armor and policy mandating its use on duty???

I am not surprised. It is amazing how many fellow LE do not wear their vest. They say "it is in the back seat/trunk". I have never received a post card or email from a dirt bag prior to an encounter warning me he'll have a weapon. So what good is a vest in the rear of the cruiser? I wear mine on patrol, details, and desk duty. It sucks, but a sucking chest wound, well, sucks a lot more.

You think she "secures" her weapon before she goes home too ??? If her sidearm is on her belt on her commute home through THAT city, she should be wearing her vest for the commute. I remember a story of a Brockton School Police officer springing to action on his way home for a serious event. Shit happens !!!!!

But it's getting out the door and into her vehicle where she's most vulnerable.

As a parent I've dealt with her on a few occassions.... Hancock too.....
