Man charged in rape, drugging of teen

Prior assault cases pending

WEST BOYLSTON— A local man charged with indecently assaulting two females in October has been charged with raping a 16-year-old girl at his residence last Friday.

Robert F. Shover, 48, of 378 Prospect St., was charged Saturday with aggravated rape, delivering an alcoholic beverage to a minor, illegal possession of marijuana, contributing to the delinquency of a minor, drugging for sex and inducing a person younger than 18 for sex, Police Chief Dennis W. Minnich said.

Mr. Shover was arraigned in Clinton District Court Monday and his case was continued to March 21, according to court personnel.

According to Chief Minnich, Mr. Shover is being held in the Worcester County Jail and House of Correction in West Boylston in lieu of $10,000 cash bail.

Chief Minnich said he was called at home late Friday night and told by Worcester police that a teenage girl at St. Vincent Hospital had reported being raped in West Boylston.

According to Chief Minnich, he contacted his department’s detective, James J. Dugan, who obtained the rape kit from the hospital and interviewed the patient, who has since been released to her Worcester residence.

Mr. Shover was arrested at his house at 8:58 a.m. Saturday.

Chief Minnich said the circumstances of the alleged rape are still being investigated, but that it seems Mr. Shover provided marijuana and alcohol to the teenager and carried out his intentions to rape her.

According to Chief Minnich, Mr. Shover knew the girl before the alleged crime but is not related to her. He said police have interviewed her and a parent and are trying to determine whether there are other victims who have not come forward.

In these cases, said Chief Minnich, there sometimes are young victims who have not told their parents what happened to them for any number of reasons, but who need to notify someone so police can help them.

In October 2007, when Mr. Shover was living at 77 Lee St., near his current address, he was summoned to Clinton District Court and charged with three counts of indecent assault and battery on a person older than 14. Chief Minnich said that case involves two female victims and is still pending in Clinton District Court.

Within the context of assuming a suspect is innocent until proven guilty, Chief Minnich said he hopes Mr. Shover remains in custody until the trial or other resolution of the charges, for the protection of the public in case he has committed these crimes. He said the type offender who committed these crimes repeats them.

According to Chief Minnich, the most likely reason that the court released Mr. Shover on bail after the October charges was because he was summoned to court, and when that happens and a suspect appears, there is an assumption that he is not a flight risk.

At the time of the alleged crime, Mr. Shover was at home. He was employed by American Veterinary Medical Frontiers on Prospect Street as a maintenance worker. He has since been terminated, Chief Minnich said.
