Newport man charged with felony assault

NEWPORT — A 25-year-old local man faces charges of felony assault and leaving the scene of an accident that stem from an incident last July that left a young woman from Fall River, Mass., with a broken pelvis and collarbone.
Police arrested Dale R. Harkin of 11 Central St., Apt. D, at a local tavern Monday about 8:45 p.m. Detective James Evan Hazel had obtained an arrest warrant for Harkin after an investigation that began last summer but stalled when the 22-year-old Fall River woman provided false information out of fear of retaliation, police said.
Officers initially met the woman on July 7, 2007, about 7 a.m., when they responded to a 911 call made from Harkin’s apartment. The woman, who was in bed and writhing in pain, told the officers and rescue workers from the Newport Fire Department that a car had hit her hours earlier.
The woman provided few and conflicting details about the incident and how she ended up at Harkin’s apartment, police said. She claimed her memory was faulty because she had been drinking the previous night, police said.

A rescue crew brought her to Newport Hospital, where she was treated in the Emergency Department and later transferred to Rhode Island Hospital in Providence. Her pelvis was fractured in five places and her collarbone also was broken, police said.
Harkin denied any knowledge of the alleged hit-and-run accident. Hazel investigated but was unable to find any witnesses or evidence to substantiate the woman’s story, police said.
The woman’s father called Hazel last Thursday and reported that Fall River police had arrested Harkin on a charge of assaulting his daughter. The man said he believed his daughter would speak truthfully with Hazel about what happened in Newport last July.
Hazel interviewed her at the police station Friday, when the woman said she had lied earlier because she was afraid of Harkin. She said he pushed her out of his car while they were driving in the area of Hillside and Bedlow avenues either late July 6 or early July 7 after they had been drinking and arguing in a bar in Middletown.
The woman said she hit the pavement, and that Harkin backed the car over her and pinned her to the street with its rear wheels as she pleaded with him to move the vehicle. He drove the car forward, picked her up, put her in the car and drove her to his apartment, where he and his brother carried her into the house, the woman said.
Harkin ignored her pleas to call a rescue and put her to bed after cleaning her up in the shower, the woman said. Her pain intensified and he finally called 911 after she promised not to implicate him in the incident, the woman said.
Harkin was held overnight at the police station for scheduled arraignment today in District Court.
