Mississippi Officer Fired for Bad Behavior

Jan. 17--BAY ST. LOUIS -- A city police officer has been fired over his treatment of a business owner who was arrested last month after a confrontation with the officer that occurred on the man's own property.
Mayor Eddie Favre confirmed Officer Joshua Speck has been dismissed from the police department. Speck had been with the police department slightly more than a year. His dismissal stemmed from an incident that occurred on property owned by businesssman Charles Vincent in the city's Third Ward.
Vincent had complained to city officials that he and his wife were checking on their business property at 501 Spanish Trail, where there had previously been a burglary, at 9:30 p.m. Dec. 15. As they were sitting in their car, a police cruiser pulled into the parking lot with blue lights flashing.
Speck reportedly approached the couple in an aggressive manner and asked for identification. Vincent's wife was driving the car and he did not have his driver's license with him. Words ensued, the situation escalated and Vincent complained Speck cursed him, put him in handcuffs and took him to the city police station.
Vincent was then booked with disorderly conduct and forced to hire a bail bondsman to gain release. According to City Court records, the disorderly-conduct charge was "passed to the files" -- the equivalent of being dropped -- Tuesday.
The primarily minority Ward Three is represented by City Councilman Jeff Reed, who maintained the case is part of a growing problem of overly aggressive behavior by some members of the Bay St. Louis Police Department.
However, Reed said, "It's not only happening in the black community. It's in the white community as well."
Favre said the city began investigating Speck's actions in the case as soon as it came to his attention earlier this month.
"Any time we have a complaint, we're going to investigate it," he said. "Where the officers are right, we'll back them." However, the mayor said, "We will not tolerate any inappropriate behavior by our people, whether it's officers or otherwise."
Reed said he was satisfied with the administration's decision to fire Speck, and he encouraged residents to let it be known when questionable police actions occur.
"As long as it doesn't become public, it's going to be quashed and swept under the rug," he said.
