Prosecutors have dropped the manslaughter charge against a Silver Spring man who led police on a high-speed chase that ended up with the death of an officer in April. While a Montgomery County jury in 20-year-old Ruel Dempster's trial convicted him of fleeing to elude police, failing to stop after an accident, driving without a license and possession of marijuana, they deadlocked on the manslaughter charge. A mistrial was declared last month on that charge, and it's now been dropped. State's Attorney John McCarthy said prosecutors feel Dempster had a fair trial and that the jury was split on the manslaughter charge. John Hoffman is the father of the officer who was killed, 24-year-old Luke Hoffman. He and his wife had no comment on the decision, nor did the police chief. Dempster was allegedly driving while impaired early April 25 when officers attempted to pull him over in Wheaton. He crashed his car in a parking lot and another officer who was looking for him in a police cruiser accidentally hit and killed Hoffman, who was on foot.
